AUTHORIZING THE CITY MANAGER TO EXECUTE CETA TITLE II -D
CONTRACT MODIFICATIONS WITH THE FOLLOWING: ,—

3. Lulac Education Service Agency,
4. Nueces County Community Action Agency, and
5. West Oso Independent School District
TO CONTINUE 26 PUBLIC SERVICE EMPLOYMENT JOBS AND TO
CHANGE THE CONTRACT PERIOD FROM OCTOBER 1, 1979 THROUGH
SEPTEMBER 30, 1980 TO OCTOBER 1, 1979 THROUGH MARCH 31,
•1980, AS MORE FULLY SET FORTH IN THE CONTRACT MODIFICA-
TIONS, A SUBSTANTIAL COPY OF EACH MODIFICATION BEING
ATTACHED HERETO AND MARKED EXHIBITS "A" THROUGH "E";
AUTHORIZING THE CITY MANAGER TO EXECUTE -ALL RELATED
AND NECESSARY DOCUMENTS TO MODIFY THE AFORESAID CON-
TRACTS; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager be authorized to execute CETA
Title II -D contract modifications with the following:
1. Calallen Independent School District,
2. Flour Bluff Independent School District,
3. Lulac Education Service Agency,
4. Nueces County Community Action Agency, and
5. West Oso Independent School District
TEXAS:

to continue 26 public service employment jobs and to change the contract ,
period from October 1, 1979 through September 30, 1980 to October 1, 1979
through March 31, 1980, as more fully set forth in the contract modifications,
a substantial copy of each modification being attached hereto and made a part
hereof, marked Exhibits "A" through "E".
SECTION 2. That the City Manager be authorized to execute all
related and necessary documents to modify the aforesaid contracts.
SECTION 3. The necessity to authorize execution of the aforesaid
contract modifications at the earliest practicable date creates a public
emergency and an imperative public necessity requiring the suspension of the
Charter rule and that no ordinance or resolution shall be passed finally on
the date of its introduction but that such ordinance or resolution shall be
read at three several meetings of the City. Council, and the Mayor having

declared that such emergency and necessity exist, having requested the suspen-
sionof the Charter rule and that this ordinance be passed finally on the date
of its introduction and take effect and be in full force and effect from and
after its passage, IT IS ACCORDINGLY SO ORDAINED, this the

GENERAL INTENT:
Calallen Independent School District CETA Title II -D Contract is modified to reduce
the level of funding from $28,600 by $11,600 to a new level of $7,800. The contract
modification changes the contract period to October 1, 1979 thru March 31, 1980 to
provide funding for the first six months of FY 80. The number of authorized posi-
tions remains the same.
MODIFICATION: -

PROGRAM NARRATIVE
A. Public Service Employment participants employed through Title II -D of the
Comprehensive Employment and Training Act Amendments of 1978 will be re-
cruited and employed consistent with the Rules and Regulations as published
in the Federal Register, April 3, 1979, Volume 44, Number 65.
B. Recruitment for position vacancies will be conducted by the City of Corpus
Christi's Personnel/CETA Unit through the Texas Employment Commission. Eli-
gibility certification of the applicant will be consistent with established
policies of the Coastal Bend Consortium. Selection and hiring of applicants
certified as eligible for Title II -D Program participation will be conducted
as specified in the Act and its 78 amendments by the contractor.
C. Monitoring of the program will be the responsibility of the contractor and is
also subject to monitoring by the City of Corpus Christi as the program agent.
D. The contractor agrees to adhere to the average annual wage of $7,347 as mandated
by Issuance No. 17-80, dated October 29, 1979.

GENERAL INTENT:
Flour Bluff Independent School District CETA Title II -D Contract is modified to
reduce the level of funding from $56,100 by $33,900 to a new level of $22,200.
The contract modification changes the contract period to October 1, 1979 thru
March 31, 1980 to provide funding for the first six months of FY 80. The num-
ber of authorized positions remains the same.
MODIFICATION:
1. Page 1, Contract Signature Sheet, of this modification will replace Page 1,
Contract Signature Sheet, of the original contract.
2. Page 3, Program Narrative, of this modification will replace Page 2, Program
Narrative of the original contract.
3. Page 4, PSE Program Summary, of this modification will replace Page 3, PSE
Program Summary, of the original contract.
4. Page 5, PSE Budget Summary Sheet, of this modification will replace Page 4,
PSE Occupational Summary of the original contract.

PROGRAM NARRATIVE
A. Public Service Employment participants employed through Title II -D of the
Comprehensive Employment and Training Act Amendments of 1978 will be re-
cruited and employed consistent with the Rules and Regulations as published
in the Federal Register, April 3, 1979, Volume 44, Number 65.
B. Recruitment for position vacancies will be conducted by the City of Corpus
Christi's Personnel/CETA Unit through the Texas Employment Commission. Eli-
gibility certification of the applicant will be consistent with established
policies of the Coastal Bend Consortium.. Selection and hiring of applicants
certified as eligible for Title II -D Program participation will be conducted
as specified in the Act and its 78 amendments by the contractor.
C. Monitoring of the program will be the responsibility of the contractor and is
also subject to monitoring by the City of Corpus Christi as the program agent.
D. The contractor agrees to adhere to the average annual wage of $7,347 as mandated
by .Issuance Mo. 17-80, dated October 29, 1979.

GENERAL INTENT:
Lulac Educational Service Center CETA Title II -D Contract is modified to reduce
the level of funding from $37,800 by $25,100 to a new level of $12,700. The
contract modification changes the contract period to October 1, 1979 thru March
31, 1980 to provide funding for the first six months of FY 80. The number of
authorized positions remains the same.

PROGRAM NARRATIVE
A. Public Service Employment participants employed through Title II -D of the
Comprehensive Employment and Training Act Amendments of 1978 will be re-
cruited and employed consistent with the Rules and Regulations as published •
in the Federal Register, April 3, 1979, Volume 44, Number 65.
B. Recruitment for position vacancies will be conducted by the City of Corpus
Christi's Personnel/CETA Unit through the Texas Employment Commission. Eli-
gibility certification of the applicant will be consistent with established
policies of the Coastal Bend Consortium. Selection and hiring of applicants
certified as eligible for Title II -D Program participation will be conducted
as specified in the Act and its 78 amendments by the contractor.
C. Monitoring of the program will be the responsibility of the contractor and is
also subject to monitoring by the City of Corpus Christi as the program agent.
D. The contractor agrees to adhere to the average annual wage of $7,347 as mandated
by Issuance No. 17-80, dated October 29, 1979.

West Oso Independent School District CETA Title II -D Contract is modified to
reduce the level of funding, from $36,900 by $18,500 to a new level of $18,400.
The contract modification changes the contract period to October 1, 1979 thru
March 31, 1980 to provide funding for the first six months of FY 80. The num-
ber of authorized positions remains the same.

PROGRAM NARRATIVE
A. Public Service Employment participants employed through Title II -D of the
Comprehensive Employment and Training Act Amendments of 1978 will be re-
cruited and employed consistent with the Rules and.Regulations as published
in the Federal Register, April 3, 1979, Volume 44, Number 65.
B. Recruitment for position vacancies will be conducted by the City of Corpus
Christi's Personnel/CETA Unit through the Texas Employment Commission. Eli-
gibility certification of the applicant will be consistent with established
policies of the Coastal Bend Consortium. Selection and hiring of applicants
certified as eligible for Title II -D Program participation will be conducted
as specified in the Act and its 78 amendments by the contractor.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.
