HomeMy WebLinkAbout15339 RES - 01/30/1980A RESOLUTION DESIGNATING CORPUS CHRISTI HOUSING FINANCE CORPORATION FOR PURPOSES OF SUBSECTION (d)(5) OF SECTION 4 OF H. R. 5741; AND DECLARING AN EMERGENCY WHEREAS, the City Council of the City by Resolution adopted on September 26, 1979, approved the form of articles of incorporation proposed to be used in organizing the Corpus Christi Housing Finance Corporation (the "Corporation"), granted authority for the incorporation of the Corporation, and designated the Corporation for purposes of subparagraph D of paragraph (b)(1) of Section 4 of H. R. 3712 as reported by the House Ways and Means Committee of the United States House of Representatives by vote of the Commitee on July 30, 1979; and WHEREAS, on October 30, 1979, following the action of the House Rules Committee in tabling the rule requested on H. R. 3712, the Chairman of the Ways and Means Committee and others introduced H. R. 5741 which by its terms requires that the Corporation be designated by the City Council for purposes of subsection (d)(5) of Section 4 thereof; Now Therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: Section 1. That, the City Council of the City hereby designates the Corporation for purposes of subsection (d)(5) of Section 4 of H. R. 5741 as reported by the House Ways and Means Committee of the United States House of Representatives. Section 2. That it is hereby officially found and determined that an emergency and urgent public necessity exists which requires the adoption of this Resolution at the earliest practicable date, such emergency being that the proceeds from the issuance of the Corporation's bonds are needed as soon as possible and without delay for necessary and urgently needed residential housing for persons of low and moderate income within the City; that such emergency requires the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, having requested the Charter rule be suspended 15339 • and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage; that such urgent public necessity requires the holding of the meeting at which this resolution shall be adopted; that said meeting was open to the public as required by law; and that public notice of the time, place, and purpose of said meeting was given as required by Vernon's Ann.Civ.Stat. art. 6252-17, as amended; IT IS ACCORDINGLY SO RESOLVED, this the a p day of 1980.
