AN ORDINANCE
APPROPRIATING $147,850 OUT OF THE NO. 250 SANITARY
SEWER BOND FUND FOR CHANGE ORDER NO. 4 TO THE CONTRACT
WITH GOOLSBY BUILDING CORPORATION FOR IMPROVEMENTS TO
THE WESTSIDE WASTEWATER TREATMENT PLANT, SAID CHANGE
ORDER PROVIDING FOR THE REPLACEMENT OF A DIGESTER DOME
COVER, THE EXECUTION OF WHICH HAS BEEN APPROVED BY THE
TEXAS DEPARTMENT OF WATER RESOURCES AND THE ENVIRONMENTAL
PROTECTION AGENCY, OF WHICH APPROPRIATION $36,962.50 IS
THE CITY'S LOCAL SHARE AND $110,887.50 IS THE FEDERAL
SHARE PREVIOUSLY GRANTED BY THE ENVIRONMENTAL PROTECTION
AGENCY, DESIGNATED AS EPA PROJECT NO. C-48-1217-03,
APPLICABLE TO PROJECT NO. 250-77-18, WESTSIDE PLANT
IMPROVEMENTS; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:

SECTION 1. That there is hereby appropriated $147,850 out of the
No. 250 Sanitary Sewer Bond Fund for Change Order No. 4 to the contract with
Goolsby Building Corporation for improvements to the Westside Wastewater
Treatment Plant, said change order providing for the replacement of a digester
dome cover, the execution of which change order has been approved by the
Texas Department of Water Resources and the Environmental Protection Agency,
of which appropriation $36,962.50 is the City's local share and $110,887.50
is the Federal share previously granted by the Environmental Protection
Agency, designated as EPA Project No. C-48-1217-03, applicable to Project
No. 250-77-18, Westside Plant Improvements.
SECTION 2. The necessity to appropriate the sums hereinabove
described at the earliest practicable date in order that the public improve-
ments project may continue without delay creates a public emergency and an
imperative public necessity requiring the suspension of the Charter rule that
no ordinance or resolution shall be passed finally on the date of its intro-
duction but that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor having declared that such
emergency and necessity exist, and having requested the suspension of the
Charter rule and that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from and after

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.
