A RESOLUTION
WHEREAS, Padre Island and Mustang Island are important residential, commercial,
recreation, environment, and economic resources to the Corpus Christi area; and
WHEREAS, the majority of the acreage of Padre Island and Mustang Island is
owned and managed by government; and
WHEREAS, development of these barrier islands has been regulated according
to flood plan management regulations acceptable to the Federal government; and
WHEREAS, about twenty different Federal agencies administer approximately
thirty programs affecting barrier islands; and
WHEREAS, the U. S. Department of Interior is considering moderate and high
level alternatives for additional and unnecessary regulation of barrier islands;
and
WHEREAS, H. R. 5981 has been introduced in the U. S. Congress and would ban
the sale of national flood insurance on undeveloped parts of barrier islands, and
would further prohibit federal assistance in repair of damage to property from a
natural disaster on barrier islands;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Corpus Christi,
Texas:
SECTION 1. That the Secretary of the Interior be urged to recommend to the
President the lae level alternative continuing those prograMs administered by
Federal agencies affecting barrier islands which are reasonable and workable.
SECTION 2. That the United States Congress be urged to reject any proposal
for barrier islands which would prohibit development, which would prohibit federal
assistance to the repair of property damaged by a natural disaster, or which would
prohibit the sale of national flood insurance.
SECTION 3. That the City Secretary be directed to forward copies of this
Resolution to the Secretary of the Interior and the members of Congress representing
this area.
SECTION 4.9 The necessity to urge the Federal Government to continue existing
reasonable programs for barrier islands and to reject any ban on development, repair
of property damage, or the sale of flood insurance creates a public emergency and
an imperative public necessity requiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings of the
City Council, and the Mayor having declared that such emergency and necessity exist,

and having requested the suspension of the Charter rule and that this ordinance
be passed finally on the date of its introduction and take effect and be in full
force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED,

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally, on the date it
is introduced, or at the present meeting of the City Council.

Thank you for forwarding me a copy of Resolution No. 15434 passed by
the City Council regarding the Department of Interior (DOI) study
on barrier islands.
This is a matter of great concern to me and please be assured I
will follow developments in this matter very closely. I read the
comments proposed by Bill Hennings on the study and thought they
were very important and well presented.
I have written to DOI and expressed strong opposition to any
consideration that might be given to the moderate or high level
alternatives addressed in the study. Additionally, I have told
them to give your comments very careful consideration.
Please be assured that I will do everything possible to preclude any
adverse effect on Padre and Mustang Islands resulting from this
study or Congressman Burton's proposed legislation on the same
subject.
