A RESOLUTION
•
WHEREAS, the City Council of the City of Corpus Christi has previously
expressed its views in Resolutions No. 13713 and 14391 regarding vehicular
access and operation of motor vehicles on public beaches; and
WHEREAS, it is the desire of the present City Council of the City of
Corpus Christi to particularly express its position in support of the actions
taken by prior City Councils in opposition to the consideration by the Texas
Legislature of any legislation that would eliminate motor vehicle traffic on
public beaches of this State; and
WHEREAS, the City Council hereby reaffirms prior resolutions of this
body to the effect that public beaches of this State be maintained open to
vehicular traffic subject to appropriate regulation of local governmental juris-
diction.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI:
1. That the City Council of the City of Corpus Christi opposes the
passage of any Federal or State legislation which would limit or restrict access
to public beaches in this State by prohibiting motor vehicle traffic thereon.
2. That the regulation and restrictions on the use of motor vehicles
on public beaches of this State be established and enforced by the appropriate
local governmental agencies having jurisdiction of said public beaches.
3. That the City Secretary is hereby instructed to forward copies of
this resolution to the Governor and the Lieutenant Governor, the Nueces County
legislative delegation and the Nueces County Commissioners Court.
4. The necessity to adopt the foregoing resolution expressing the view
of the City Council of the City of Corpus Christi that the public beaches of the
State of Texas should be accessible by motor vehicle traffic and such vehicular
traffic should be regulated by the appropriate local governmental agency or
agencies having jurisdiction creates a public emergency and an imperative public
necessity requiring the suspension of the Charter rule that no ordinance or
resolution shall be passed finally on the date of its introduction but that such
ordinance or resolution shall be read at three several meetings of the City
Council, and the Mayor having declared that such emergency and necessity exist,
having requested the suspension of the Charter rule and that this resolution

take effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO RESOLVED, this then day of March, 1980.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.

Dear Mr. Read:
Thank you very much for your letter of April 5th and the
copy of the Resolution passed by the City Council of
Corpus Christi. I am always glad to hear from elected
officials. This is particularly so when it involves a
matter that concerns a situation that affects you.
From what I have read in the papers it would seem that the
proponent for banning vehicles from the beaches of the state
is Senator Schwartz. I would suggest that a copy of your
resolution be sent to him and other Senators and Representatives
along the coast.
I will keep the copy of the resolution in my files for
future reference.
