AN ORDINANCE
AMENDING ORDINANCE NO. 15403, PASSED AND APPROVED BY THE
CITY COUNCIL ON MARCH 5, 1980, WHICH ORDINANCE ORDERED
AN ELECTION TO BE HELD ON THE QUESTION OF ADOPTING AMEND-
MENTS TO THE CITY CHARTER ON APRIL 5, 1980, BY AMENDING
SECTION 9 OF SAID ORDINANCE BY CHANGING THE POLLING PLACES
IN PRECINCTS NOS. 42, 97 AND 99; AMENDING ORDINANCE NO.
15410, PASSED AND APPROVED ON MARCH 12, 1980, BY CHANGING
THE JUDGES AND ALTERNATES IN VARIOUS PRECINCTS; PROVIDING
FOR SEVERABILITY; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:

SECTION 1. That Ordinance No. 15403, passed and approved by the
City Council on March 5, 1980, ordering an election to be held on the question
of adopting amendments to the City Charter on April 5, 1980, be amended
as follows:

SECTION 2. That Ordinance No. 15410, passed and approved by the
City Council on March 12, 1980 be amended so as correct polling places in
Precincts Nos. 42, 97 and 99 as hereinabove set forth, and that the following
changes be made as to judges and alternates in the designated precincts:

SECTION 3. Except as hereinabove provided, the terms and provi-
sions of Ordinance Nos. 15403 and 15410 shall be and remain in full force
and effect.

SECTION 4. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision of this ordinance shall be held invalid
or unconstitutional by final judgment of a court of competent jurisdiction,
it shall not affect any other section, paragraph, subdivision, clause, phrase,
word or provision of this ordinance, for it is the definite intent of this
City Council that every section, paragraph, subdivision, clause, phrase,
word or provision hereof be given full force and effect for its purpose.
SECTION 5. The necessity to immediately make the hereinabove
noted changes in order that the Charter amendment election may be conducted
in an orderly manner and in conformity with the election statutes creates
a public emergency and an imperative public necessity requiring the suspen-
sion of the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor having
declared that such emergency and necessity exist, and having requested
the suspension of the Charter rule and that this ordinance be passed finally
on the date of its introduction and take effect and be in full force and
effect rom and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the
day of April, 1980.

For the reas ns set forth in the emergency clause of the foregoing ordinance, a
public emerg ncy and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three mee ings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduce , or at the present meeting of the City Council.
