AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH
R. S. BLACK CIVIL ENGINEERS AND CONTRACTORS FOR CONSTRUC-
TION OF THE COMANCHE STREET SIDEWALKS, FROM CULBERSON
STREET TO COKE STREET; APPROPRIATING $17,000, OF WHICH
$15,429.88 IS OUT OF THE NO. 162 FEDERAL/STATES GRANT
FUND, ACTIVITY 4744, CODE 502, 5TH YEAR COMMUNITY DEVELOP-
MENT BLOCK GRANT AND $1570.12 IS OUT OF THE NO. 220 STREET
BOND FUND APPLICABLE TO PROJECT NO. 220-77-2.11, COMANCHE
STREET SIDEWALK IMPROVEMENTS, CULBERSON TO COKE; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:

SECTION 1. That the City Manager be and he is hereby authorized
to execute a contract with R. S. Black Civil Engineers and Contractors for
construction of the Comanche Street Sidewalks, from Culberson Street to
Coke Street, all as more fully described in the plans and specifications
and contract documents on file in the office of the City Secretary, all of
which are made a part hereof by reference and according to the bid of R. S.
Black Civil Engineers and Contractors opened on March 25, 1980, said bid
being the lowest and most advantageous to the City of Corpus Christi.
SECTION 2. That there is hereby appropriated the sum of $17,000,
of which $15,429.88 is out of the No. 162 Federal/States Grant Fund, Activity
4744, Code 502, 5th Year Community Development Block Grant and $1570.12 is
out of the No. 220 Street Bond Fund applicable to Project No. 220-77-2.11,
Comanche Street Sidewalk Improvements, Culberson to Coke.
SECTION 3. That the necessity to execute the aforesaid contract
and to appropriate the sums hereinabove set forth so that construction may
be commenced at the earliest practicable date creates a public emergency and
an imperative public necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date of its
introduction but that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having declared that such
emergency and necessity exist, and having requested the suspension of the
Charter rule and that this ordinance be passed finally on the date of its

introduction and take effect and be in full force and effect from and after
its passage, IT IS ACCORDINGLY SO ORDAINED, this the 2.A0( day of April,

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.
