AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH
H&H CONCRETE CONSTRUCTION COMPANY FOR CONSTRUCTION OF
IMPROVEMENTS TO THE COMMERCIAL RAMP AT THE CORPUS CHRISTI
INTERNATIONAL AIRPORT; APPROPRIATING $1,280,000 OUT OF
THE NO. 245 AIRPORT BOND FUND OF WHICH $1,238,829.50 IS
FOR THE CONSTRUCTION CONTRACT, $30,000 IS FOR CONSTRUCTION
INSPECTION BY CITY FORCES, AND $11,170.50 IS FOR CONTINGEN-
CIES, INCIDENTAL AND RELATED EXPENSES, SAID APPROPRIATION
AND CONTRACT AWARD SUBJECT TO AND CONTINGENT UPON APPROVAL
BY THE FEDERAL AVIATION ADMINISTRATION (Grant No. ADAP
6-48-0051-06), APPLICABLE TO PROJECT NO. 245-77-1, COMMER-
CIAL RAMP: REINFORCED CONCRETE OVERLAY; AND DECLARING AN
EMERGENCY.
pE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:

SECTION 1. That the City Manager be authorized to execute a contract
with H & H Concrete Construction Company for construction of improvements to
the Commercial Ramp at the Corpus Christi International Airport, all as more
particularly described in the plans and specifications and contract documents
on file in the office of the City Secretary, all of which are made a part
hereof by reference and according to the bid of H & H Concrete Construction
Company, opened on the 2nd day of April, 1980, said bid being the lowest and
most advantageous to the City of Corpus Christi.
SECTION 2. That there is hereby appropriated out of the No. 245
Airport Bond Fund the sum of $1,280,000, of which $1,238,829.50 is for the
construction contract, $30,000 is for construction inspection by City forces,
and $11,170.50 is for contingencies, incidental and related'expenses, said
appropriation and contract award being subject to and contingent upon approval
by the Federal Aviation Administration (Grant No. ADAP 6-48-0051-06), applicable
to Project No. 245-77-1, Commercial Ramp: Reinforced Concrete Overlay.
SECTION 3. That the necessity to execute the aforesaid contract and
to appropriate the sums hereinabove set out so that the improvements to the
Airport may be made at the earliest practicable date creates a public emergency
and an imperative public necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date of its intro-
duction but that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor having declared that such emergency

and necessity exist, and having requested the suspension of the Charter rule
and that this ordinance be passed finally on the date of its introduction and
take effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the 16th day of April, 1980.

I certify to the City Council that $ 1,280,000. the amount required for the
contract, agreement, obligation or expenditures contemplated in the above
and foregoing ordinance is in the Treasury of the City of Corpus Christi to
the credit of:

Project No. 245-77-1
Project Name Commercial Ramp: Reinforced Concrete Overlay
from which it is proposed to be drawn, and such money is m t appropriated for
any other purpose. This Certification is subject to reallocation to Commercial
Ramp: Reinforced Concrete Overlay of FAA Grant 46-48-0051-06 in the amount of
$1,237,500. The grant presently is applicable to several projects.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.
