A RESOLUTION
AMENDING RESOLUTION NO. 13691, PASSED AND APPROVED
BY THE CITY COUNCIL ON MARCH 2, 1977, BY ADDING THE
FOLLOWING STREETS TO THE URBAN SYSTEM PROGRAM AS
ADMINISTERED BY THE STATE DEPARTMENT OF HIGHWAYS AND
PUBLIC TRANSPORTATION:
SOUTH STAPLES STREET AND EVERHART ROAD: TRAFFIC SIGNALS,
KOSTORYZ ROAD, WEBER ROAD AND SOUTH STAPLES STREET
(RIGHT TURN LANES AT S.H. 358),
SARATOGA BOULEVARD, SOUTH STAPLES STREET TO EVERHART ROAD;
ADOPTING STATE DEPARTMENT OF HIGHWAYS & PUBLIC TRANSPORTATION
MINUTE ORDER NOS. 77268, 77269 AND 77270 PERTAINING TO THE
ABOVE STREETS; AND DECLARING AN EMERGENCY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:

SECTION 1. That Resolution No. 13691, passed and approved by the
City Council on March 2, 1977, which authorized submission of various streets
to the Department of Highways and Public Transportation to be included in
the Urban Systems Program, be amended by adding the following streets to the
aforesaid Urban System Program:
South Staples Street and Everhart Road: Traffic Signals,
Kostoryz Road, Weber Road and South Staples Street
(right turn lanes at S.H. 358),
Saratoga Boulevard, South Staples Street to Everhart Road.
SECTION 2. That the City Manager be and he is hereby authorized
to accept, for and on behalf of the City of Corpus Christi, State Department
of Highways and Public Transportation Minute Orders Nos. 77268, 77269 and 77270
pertaining to the above streets, a copy of said Minute Orders, marked Exhibits
"A" through "C", being attached hereto and made a pant hereof for all pertinent
purposes. The improvement of the aforesaid streets, located in the City of
Corpus Christi, is to be jointly performed by the City and State Department of
Highways and Public Transportation.
SECTION 3. The necessity to include the portions of streets set
forth in Section 1 hereof to the Urban System Program as administered by the
State Department of Highways and Public Transportation, and the further neces-
sity to authorize the acceptance of the aforementioned Minute Orders in Section
2 hereof in order that plans and construction may be commenced at the earliest

practicable date, creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three several meetings of the City Council, and
the Mayor having declared such emergency and necessity exist, and having
requested the suspension of the Charter rule and that this resolution be passed
finally on the date of its introduction and take effect and be in full force and
effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED this the

Subject to the availability of Federal -aid Urban System funds and the eligibility of the
proposed work for fiaaacing with said funds, the State Department of Highways and Public
Transportation will:
1.' Prepare construction plans and specifications.
2. Provide for construction of Grading and Surfacing at an estimated cost of
$104,700 aa authorized in the 1981-1982 Urban System Program.
Upon acceptance of the provisions of this Order by the appropriate officials of the City-

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.
