BLACK FOR CONSTRUCTION OF IMPROVEMENTS TO THE CLIFF MAUS AIRPORT DITCH; APPROPRIATING $430,000 OUT OF THE NO. 162 FEDERAL/STATES GRANT FUND, ACTIVITY 4744, CODE 502, 5TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT, OF WHICH $414,386.50 IS FOR THE CONSTRUCTION CONTRACT AND $15,613.50 IS FOR ADDITIONAL ENGINEERING, CONTINGENCIES, AND INCIDENTAL AND RELATED EXPENSES, APPLICABLE TO PROJECT NO. 162-4744-502; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be authorized to execute a con- tract with R. S. Black for construction of improvements to the Cliff Maus Airport Ditch, all as more fully set forth in the plans and specifications and contract documents on file in the office of the City Secretary, all of which are made a part hereof by reference and according to the bid of R. S. Black, opened on the 7th day of May, 1980, said bid being the lowest and most advantageous to the City of Corpus Christi, Texas. SECTION 2. That there is hereby appropriated the sum of $430,000 out of the No. 162 Federal/States Grant Fund, Activity 4744, Code 502, 5th Year Community Development Block Grant, of which $414,386.50 is for the construction contract and $15,613.50 is for additional engineering, contin- gencies, and incidental and related expenses, applicable to Project No. 162- 4744-502. SECTION 3. That the necessity to execute the aforesaid contract and to appropriate the sums hereinabove set out so that the improvements to the Cliff Maus Airport Ditch may be made at the earliest practicable date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally 4' eC�i 15532 on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the /1 day of May, 1980.
