RESOLUTION
WHEREAS, at an election on April 5, 1980, a number of amendments to the
City Charter were approved, one of which provides for a maximum ad valorem tax
rate of $.68 per $100 of assessed valuation; and
WHEREAS, the City Council has determined that, in accordance with the
wishes of the voters expressed at the April 5, 1980 election, the ad valorem tax
rate for support of the budget for the 1980-81 fiscal year will not exceed $.68
per $100 of assessed valuation; and
WHEREAS, because the ad valorem tax rate for -support of the current
(1979-80) fiscal year budget is $.06 greater -or $.74 and because of the effect
of the high rate of inflation on the City's budgetary requirements, the City
Council has determined that City's current budget and propsed expenditures for
the 1980-81 fiscal year must be 'reanalyzed and all -services -reviewed so that the
1980-81 Budget can provide the most efficient and effective delivery of City
services; and
WHEREAS, the City Council finds that a citizens committee can provide
valuable assistance in carrying out this review;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. There is hereby'created a Budget Advisory'Committee
composed of fourteen members, of which two shall be appointed by each member of
the City Council. The Committee shall serve until adoption of the 1980-81 Budget.
After adoption of the 1980-81 Budget, the Committee shall be deemed dissolved.
SECTION 2. It shall be the responsibility.of the Budget Advisory
Committee to review the City's current '(1979-80) Budget and budgetary require-
ments for the 1980-81 fiscal year and make recommendations so that a 1980-81
Budget can be adopted at a tax rate of not more than $.68 and services be delivered
with a maximum degree of efficiency and effectiveness. The Committee shall con-
sider at least the following:
1. Modifications which should be made in the quantity or quality of
city services and programs.
2. Improvements which could be made in the delivery of City services
to reduce costs or improve the services being provided.

3. The cost of providing those services for which a fee is charged
and whether the fee is sufficient to cover the cost. If the fee is not suffi-
cient to cover the cost of providing service, should the fee be increased and,
if so, by how much.
4. Services which are currently being paid for by ad valorem taxation
for which a fee could be charged and. the appropriate level for such fees.
5. The desirability of increasing utility rates to pay for the full
cost of utility service including debt service for tax supported debt.
SECTION 3. The necessity to create the hereinabove described
committee at the earliest practicable date creates a public emergency and
an imperative public necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date of its
introduction but that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor, having declared that
such emergency and necessity exist, having requestedthe suspension of the
Charter rule and that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from and after
its passage, IT IS ACCORDINGLY SO ORDAINED, this thejday of May, 1980.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
