AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO SUBMIT A PROPOSAL TO THE
NATIONAL COUNCIL ON THE AGING FOR A TITLE V OLDER WORKERS
EMPLOYMENT PROGRAM, COMMENCING JULY 1, 1980 AND TERMINAT-
ING JUNE 30, 1981, WITH A TOTAL FUNDING FOR THE PROGRAM OF
$255,700, ALL AS MORE FULLY SET FORTH IN THE PROPOSAL, A
SUBSTANTIAL COPY OF WHICH IS ATTACHED HERETO AND MADE A
PART HEREOF, MARKED EXHIBIT "A"; AUTHORIZING THE CITY
MANAGER TO EXECUTE ANY AND ALL RELATED DOCUMENTS, CONTRACTS,
MODIFICATIONS, AND EXTENSIONS REQUIRED IN THE IMPLEMENTA-
TION AND CONTINUATION OF THE AFORESAID PROGRAM; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be authorized to submit a proposal
to the National Council on the Aging for a Title V Older Workers Employment
Program, commencing July 1, 1980 and terminating June 30, 1981, with total
funding for the program being $255,700, of which $218,900 is to be provided
by the National Council on the Aging and $36,800 to be provided by the City
as in-kind contribution, all as more fully set forth in the proposal, a
substantial copy of which is attached hereto and made a part hereof, marked
Exhibit "A".
SECTION 2. That the City Manager be authorized to execute any and
all related contracts, modifications, extensions, and other documentation
required in the implementation and continuation •.of the aforesaid program.
SECTION 3. The necessity to authorize submission of the aforesaid
proposal and to authorize execution of any and all other documentation in
order to implement and continue the aforesaid program creates a public
emergency and an imperative public necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor having
declared such emergency and necessity to exist, having requested the suspen-
sion of the Charter rule and that this ordinance be passed finally on the
date of its introduction and take effect and be in full force and effect

from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the 2/ day
of May, 1980.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
