HomeMy WebLinkAbout15554 ORD - 05/21/1980• jkh:5-19-80;1st AN ORDINANCE AUTHORIZING THE ADOPTION OF A PROJECT SCHEDULE IN CONNECTION WITH THE APPLICATION FOR A FEDERAL GRANT PURSUANT TO THE FEDERAL WATER POLLUTION CONTROL ACT AMENDMENTS TO 1972, PUBLIC LAW 92-500, AND THE RULES AND REGULATIONS THERETO FOR IMPROVEMENTS TO THE ALLISON WASTEWATER TREATMENT PLANT, EPA PROJECT NO. C-48-1457-01, WHICH HEREBY RESOLVES THAFTHE CITY OF CORPUS CHRISTI WILL CONSTRUCT TO COMPLETION, INSOFAR AS FINANCIALLY POSSIBLE, THE IMPROVEMENTS OUTLINED IN THE APPLICATION IN ACCORDANCE WITH THE LAWS, RULES AND REGULATIONS AS SET FORTH IN THE PROJECT SCHEDULE, A SUBSTANTIAL COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A"; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: • SECTION 1. Authorization is hereby given for adoption of a Project Schedule in connection with the application for a Federal Grant pursuant to the Federal Water Pollution Control Act Amendments of 1972, Public Law 92-500, and the rules and regulations thereto for improvements to the Allison Wastewater Treatment Plant, EPA Project No. C-48-1457-01, which hereby resolves that the City of Corpus Christi will construct to completion, insofar as financially possible, the improvements outlined in the application in accordance with the laws, rules and regulations as set forth in the Project Schedule, a substan- tial copy of which is attached hereto and made a part hereof, marked Exhibit "A". SECTION 2. The necessity to adopt the hereinabove described Project Schedule in connection with the Allison Wastewater Treatment Plant at the earliest practicable date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordi- nance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the Ai day of May, 1'80. Advertise for Construction Bids within after authorization to advertise for bids has been received. 21 days B. Submit bid opening documents within after authorization to advertise for bids has been issued. 10 days C. Award of Construction Contract within after authorization to award the contract has been issued. 14 days D. Initiation of Construction within after the award of the contract. 45 days E. Complete construction within after initiation of construction. 360 days 1 Corpus Christi, Texas 2 1 day of 9 V TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordinance finally,on the date it is introduced, or at the present meeting of the City Council.
