AMENDING THE CODE OF ORDINANCES, CITY OF CORPUS
CHRISTI, 1976, AS AMENDED, CONCERNING APPLICANTS
FOR WATER SERVICE ON PADRE AND MUSTANG ISLANDS
LYING BETWEEN THE STATE PARK AND THE NATIONAL
SEASHORE FURNISHING PROOF THAT SEWER SERVICE IS
AVAILABLE OR WILL BE AVAILABLE AT THE TIME OF
CONNECTION TO THE CITY WATER SYSTEM, BY AMENDING
SECTION 55-73 TO PROVIDE FOR AN EXCEPTION FOR
EXISTING PLAr1'l,D LOTS EXCEEDING 15,000 SQUARE
N'EE1 IN AREA THAT MAY BE SERVED BY PRIVATE SEWAGE
DISPOSAL SYSTEMS CONSTRUCTED IN ACCORDANCE WITH
DEPARTMENT OF HEALTH STANDARDS PROVIDED THAT SUCH
LOTS ARE NOT LOCATED IN A SPECIAL FLOOD HAZARD AREA
(A ZONE) AS DESIGNATED ON THE FEDERAL INSURANCE
ADMINISTRATION FLOOD HAZARD BOUNDARY MAP, DELETING
THE PROVISION THAT AN EXISTING WATER CUSTOMER IN THE
AREA DESCRIBED MUST CONNECT TO THE CITY'S SEWER SYSTEM
WITHIN FIVE YEARS AFTER SUCH SERVICE IS AVAILABLE ALONG
PADRE ISLAND DRIVE IF SUCH SERVICE IS BEYOND 300 FEET
OF THE PROPERTY RECEIVING WATER SERVICE AND AMENDING
THE PROVISION THAT AN EXISTING WATER CUSTOMER IN THE
AREA DESCRIBED MUST CONNECT TO THE CITY'S SEWER SYSTEM
WITHIN SIX MONTHS FROM THE TIME SUCH SEWER SYSTEM IS
WITHIN 300 FEET OF ANY BOUNDARY OF THE PROPERTY RE-
CEIVING WATER SERVICE; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the Code of Ordinances, City of Corpus Christi,
1976, as amended, be further amended by amending Section 55-73 to hereafter
read as follows:
"Section 55-73. Showing of availability of service on portions
of Padre and Mustang Islands.
(a) All applicants for water service on Padre and Mustang Islands
lying between the State Park and the National Seashore must, prior to receiving
such service, in addition to meeting all other requirements of the City's or-
dinances, show that sewer service is available to the tract to be served or
will be made available to the tract simultaneously with the connection to the
City water system; except that existing platted lots exceeding 15,000 square
feet in area may be served by private sewage disposal systems constructed in
accordance with the Texas Department of Health Construction Standards for
Private Sewage Facilities provided that such lots are not located in areas of
special flood hazard (A -zone) as designated in the Federal Insurance Administration
Flood Hazard Boundary Map.
(b) An existing water customer in the area above described must
connect to the sewer system within six (6) months from the time such sewer
system is within 300 feet of any boundary of the property receiving water
service, if said sewer system is available through public right-of-way without

the necessity of crossing Padre Island Drive."
SECTION 2. The necessity to make the changes hereinabove set
forth in order that alternative sewage disposal systems may be utilized
under specified conditions in that area described as Padre and Mustang
Islands lying between the State Park and the National Seashore creates a
public emergency and an imperative public necessity requiring the suspen-
sion of the Charter rule that no ordinance or resolution shall be passed
finally on the date of its introduction but that such ordinance or re-
solution shall be read at three several meetings of the City Council, and
the Mayor, having declared that such emergency and necessity exist, having
requested the suspension of the Charter rule and that this ordinance be
passed finally on the date of its introduction and take effect and be in
full force and effect from and after its passage, IT IS ACCORDINGLY SO
ORDAINED, this the 504 day of July, 1980.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.
