HomeMy WebLinkAbout15669 RES - 07/30/1980A RESOLUTION EXPRESSING THE CITY COUNCIL'S APPRECIATION TO THE TEXAS RESEARCH LEAGUE AND THE AREA DEVELOPMENT COMMITTEE FOR THEIR OUTSTANDING CONTRIBUTION TO THE CITY OF CORPUS CHRISTI; AND DECLARING AN EMERGENCY. WHEREAS, the spiraling cost of inflation has placed an almost impossible burden on our citizens, particularly the elderly and those on fixed incomes; and WHEREAS, this burden is most noticeable in the rising cost of Government at all levels, as is reflected in the tax burdens placed upon our citizens; and WHEREAS, the Members of the City Council, realizing the necessity for action to alleviate these conditions for our citizens, requested the Area Development Committee to_undertake a program to analyze the functions and operations of the City Government at all levels; and WHEREAS, the Area Development Committee did obtain the services of The Texas Research League to perform an in depth study of all phases of this City's Government; and WHEREAS, the Texas Research League has completed their review of the operations of this City and presented to the City a fiscal and management survey which provided invaluable information and noteworthy recommendations for a number of improvements in the method of operation of the City Government: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That we, the Members of the City Council, on behalf of the citizens of this community, wish to express our sincere appreciation to the members of the Area Development Committee and the Texas Research League for provid- ing this very important service to the City of Corpus Christi, at no cast, and particularly to the Texas Research League for their unstinting efforts and impartial examination of our City Government and the valuable contribution the team members of the Texas Research League have made to the City of Corpus Christi through their survey and the recommendations for suggested improvements to make this City Government a more efficient and viable operation. SECTION 2. That this resolution be forwarded by the City Secretary to the members of the Area Development Committee and to the responsible representa- tives of the Texas Research League of Austin, Texas. That the necessity to recognize the efforts and valuable service of the Area Development Committee and the Texas Research League at the earliest possible date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council and the Mayor having declared that such emergency and necessity exist, having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the 30th day of July, 1980.
