AN ORDINANCE
AMENDING ORDINANCE NO. 15679 ADOPTING THE 1980-81
BUDGET BY INCREASING THE ESTIMATED REVENUE FROM
MEDICAL SCREENING SERVICES BY $64,761, FROM
$7,lo0 to $71,861 AND TO AMEND THE BUDGET FOR
MEDICAL SCREENING BY INCREASING THE BUDGET BY
$64,761, FROM $2,820 TO $67,581 FOR THE PURPOSE
OF PROVIDING MEDICAL SCREENING SERVICES THROUGH
A PROVIDER AGREEMENT WITH THE TEXAS DEPARTMENT
OF HUMAN RESOURCES, AND DECLARING AN EMERGENCY.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 15679, adopting the 1980-81 budget
for the City of Corpus Christi, be and the same is hereby amended by increas-
ing estimated revenue from medical screening services by $64,761, from $7,100
to $71,861 and to amend the budget for medical screening by increasing the
budget by $64,761, from $2,820 to $67,581 for the purpose of providing medical
screening services through a provider agreement with the Texas Department of
Human Resources.
SECTION 2.. The necessity to amend the ordinance adopting the fiscal
year 1980-81 budget as herein above set forth creates a public emergency and
an imperative public necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date of its
introduction but that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having declared such
emergency and necessity to exist, having requested the suspension of said
Charter rule and that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from after
its passage, IT IS ACCORDINGLY SO ORDAINED, this the 27 day of C��yfi,

FUNCTION
As a result of a 1967 amendment to the Social Security Act the Department of Human
Resources through the Texas Department of Health has contracted with the Corpus Christi
Nueces County Department of Health and Welfare to provide medical screening services
to individuals under 21 years of age who are eligible for medical assistance under
Title XIX of the Medical Program. These services are being provided as part of the
Nursing Division of the Health Department.

PROGRAM COMMENTS
The Medical Screeing Program goal set by the Texas Department of Human Resources was
to serve at least 2,906 clients during the past year. The program surpassed this pro-
jected goal. A total of 3,475 unduplicated clients were served.
Recipients who are eligible for this program are determined by the social workers from
the Department of Human Resources. All appointments are processed through that Agency.
During recent months many changes have occurred on the Federal and State level. There
is a mandate by DREW stating that all program contracts be granted on a competitive
bidding basis. The State Health Department will apply for only the Regional Programs.
Local Health Departments are responsible for submitting their bids through local gov-
ernment agencies. It is anticipated that the City of Corpus Christi will submit a bid
on behalf of this Health Department to continue to provide these services to the Corpus
Christi citizens.
The cost of this program is completely reimbursed by the Texas Department of Human
Resources as shown in Revenue Account 113681 which includes space rental.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
