The program surpassed this pro- jected goal. A total of 3,475 unduplicated clients were served. Recipients who are eligible for this program are determined by the social workers from the Department of Human Resources. All appointments are processed through that Agency. During recent months many changes have occurred on the Federal and State level. There is a mandate by DREW stating that all program contracts be granted on a competitive bidding basis. The State Health Department will apply for only the Regional Programs. Local Health Departments are responsible for submitting their bids through local gov- ernment agencies. It is anticipated that the City of Corpus Christi will submit a bid on behalf of this Health Department to continue to provide these services to the Corpus Christi citizens. The cost of this program is completely reimbursed by the Texas Department of Human Resources as shown in Revenue Account 113681 which includes space rental. 8-22 City of Corpus ahrlafl ,Taaaa Corpus Christi, 27 day of exas • , 19p TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
