HomeMy WebLinkAbout15891 RES - 11/19/1980A RESOLUTION WHEREAS, the Texas Railroad Commission has been petitioned to desig- nate a Corpus Christi commercial zone under S1(g) of the Texas Motor Carrier Act, V.A.T.S. Article 911B (Supp. 1980); and WHEREAS, the proposed zone includes the City of Corpus Christi, the remainder of Nueces County, all of San Patricio County, and the Rockport and Fulton Beach areas; and WHEREAS, the designation of the proposed commercial zone has no legal effect upon the operations of specialized motor carriers and carriers of liquid bulk cargoes and has no legal effect upon the operations of carriers serving points outside the zone; and WHEREAS, the daily transportation of supplies and products between the city and one or more points within the proposed zone is essential to the prosperity of individuals, businesses and other organizations in this city; and WHEREAS, the designation of such a commercial zone will tend to deregu- late local carriage of goods for compensation or hire within the proposed zone, thereby allowing transportation facilities and service within the zone to become more flexible and responsive to market demand by offering better services; and WHEREAS, such flexibility in schedules, tariffs, and available carriers will facilitate the economic development of the entire zone; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council endorses and supports the designation of the said commercial zone and encourages the Texas Railroad Commission to take all necessary action to adopt the proposed rule designating the said commercial zone; and to this end the City Council authorizes the City Secretary to file'a verified copy of this resolution of endorsement with the Texas Railroad Commission. SECTION 2. The necessity to convey the City Council's endorsement and support of designation of the said commercial zone creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared such emergency and necessity to exist, having requested the suspension of the Charter rule and that this resolution 15891 M[CLMED SEP 2 71984 be passed finally on the date of its introduction and take effect and be -in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED,, this the /1 day of November, 1980.
