AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 4
TO THE CONTRACT WITH A & G UTILITY COMPANY FOR INSTALLATION
OF WATER LINE IMPROVEMENTS, PHASE 3,•WHICH PROVIDES FOR SUB-
STITUTION OF HEAVY DUTY PAVEMENT FOR A LIGHTER PAVEMENT IN
BROWNLEE BOULEVARD, A SUBSTANTIAL COPY OF WHICH CHANGE ORDER
IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A";
APPROPRIATING $5,504.20 OUT OF THE NO. 162 FEDERAL/STATES
GRANT FUND, ACTIVITY 4744, CODE 502, 5711 YEAR COMMUNITY DEVEL-
OPMENT BLOCK GRANT; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized to
execute Change Order No. 4 to the contract with A & G Utility Company for in-
stallation of water line improvements, Phase 3, which provides for substitution
of heavy duty pavement for a lighter pavement in Brownlee Boulevard, a substan-
tial copy of which Change Order is attached hereto and made a part hereof,
marked Exhibit "A".
SECTION 2. That there is hereby appropriated the sum of $5,504.20 out
of the No.,162 Federal/States Grant Fund, Activity 4744, Code 502, 5th Year Com-
munity Development Block Grant.
SECTION 3. The necessity to authorize execution of the aforesaid Change
Order and the appropriation of said sums creates a public emergency and an impera-
tive public necessity requiring the suspension of the Charter rule that no ordi-
nance or resolution shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings of the
City Council, and the Mayor having declared that such emergency and necessity
exist, having requested the suspension of the Charter rule and that this ordi-
nance be passed finally on the date of its introduction and take effect and be in
full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED,

square yard.

Why was this change necessary? (If left off the plans and specifications, explain why.)
A portion of Brownlee Blvd. was determined in error to have existing caliche base, but was found
to have existing asphalt base, requiring Type II repair instead of Type I repair. The discrepan
of 86 SY is due to additional paving required to make unforseen connections.
How can similar changes be avoided in the future? Both changes could have been avoided by a
more thorough investigation of existing facilities in the desi•n -rage.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
