AN ORDINANCE REPEALING ORDINANCE NO. 15304, DATED JANUARY 16, 1980, WHEREBY FEDERAL INDUSTRIAL COST RECOVERY REGULATIONS WERE ADOPTED INTO CHAPTER 55, ENTITLED "UTILITIES", CORPUS CHRISTI CITY CODE OF ORDINANCES, SAID FEDERAL INDUSTRIAL COST RECOVERY REGULATIONS HAVING BEEN REPEALED BY CONGRESS UPON PASSAGE OF PUBLIC LAW 96-483, EFFECTIVE OCTOBER 21, 1980, FOR THE PURPOSE OF EXEMPTING LOCAL INDUSTRIAL USERS OF MUNICIPAL WASTE- WATER TREATMENT SYSTEMS FROM FEDERAL REQUIREMENT OF INDUSTRIAL COST RECOVERY CHARGES; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. That Ordinance No. 15304, dated January 16, 1980, where- by federal Industrial Cost Recovery regulations were adopted into Chapter 55, entitled "Utilities", Corpus Christi City Code of Ordinances, be repealed, said federal Industrial Cost Recovery regulations having been repealed by Congress upon passage of Public Law 96-483, effective October 21, 1980, for the purpose of exempting local industrial' users of municipal wastewater treat- ment systems from federal requirement of Industrial Cost Recovery charges. SECTION 2. The necessity to repeal Ordinance No. 15304, dated January 16, 1980 for the reasons stated above creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared that such emergency and necessity exist, having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the day of November, 1980.
