AN ORDINANCE
' AMENDING ORDINANCE NO. 6239, CONCERNING FACSIMILE
SIGNATURES IN THE ISSUANCE OF CHECKS, BY ADDING
THE FOLLOWING TO SECTION 1 OF SAID ORDINANCE:
"WHENEVER A VACANCY EXISTS OR WHENEVER THE DUTIES
OF ANY OF THE ABOVE NAMED POSITIONS ARE REQUIRED TO
BE PERFORMED, FOR THE ORDERLY CONDUCT OF CITY
BUSINESS, BY A PERSON APPOINTED TO AN 'ACTING CAPAC-
ITY' THEN SUCH PERSON IS AUTHORIZED TO CARRY OUT
SIGNATURE DUTIES"; FURTHER AMENDING SAID ORDINANCE
BY CHANGING THE FIGURE IN SECTION 1 FROM $200 TO
$500; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 6239, passed and approved by the
City Counci,1 on August 2, 1961, be and the same is hereby amended as
follows:
A. That Section 1 be amended by adding the following:
"Whenever a vacancy exists or whenever the duties of
any of the above named positions are required to be
performed, for the orderly conduct of City business,
by_a person appointed to an 'acting capacity' then such
person is authorized to carry out signature duties."
B. That Section 1 be further amended by changing the figure
of $200 to $500 to provide that all checks, warrants or
orders, other than payroll checks, issued shall bear at -
least one manual signature and such signature shall be
that of either the Director of Finance of the City or the
Chief Accountant.
SECTION 2. The necessity to amend the provisions of Ordinance
No. 6239 as aforesaid at the earliest practicable date creates a uublic
emergency and an imperative public necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be passed finally on
the date of its introduction but that such ordinance or_resolution shall be
read at three several meetings of the City Council, and the Mayor, having
declared that such emergency and necessity Q exist, having requested the
suspension of said Charter rule and that this ordinance be passed finally
on the date of its introduction and that such ordinance take effect and be

in full force and effect from and after its passage, IT IS ACCORDINGLY SO
ORDAINED, this the /0 day of December, 1980.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
