AN ORDINANCE
AMENDING ORDINANCE NO. 8127, THE COMPENSATION PLAN
FOR THE CITY OF CORPUS CHRISTI, AS AMENDED, BY AMENDING
SUBSECTION 551.6 SO AS TO ENABLE EMPLOYEES WHO ADVANCE
TO A HIGHER PAY GRADE AS A RESULT OF A RECLASSIFICATION
CHANGE TO RECEIVE THE NEXT INCREASE WHICH THEY WOULD HAVE
OTHERWISE BEEN ENTITLED TO RECEIVE BY LONGEVITY HAD THE ,
POSITION NOT BEEN RECLASSIFIED OR THE STEP THEY WOULD
EARN NEXT AT THE NEW GRADE, WHICHEVER SHOULD OCCUR FIRST;
PROVIDING AN EFFECTIVE DATE; PROVIDING FOR SEVERANCE; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 8127, as amended, be and the same
is hereby amended by amending Subsection 551.6 to hereafter read as follows:
"551.6 Rate of Pay on Classification Series Changes. Employees
advanced to a higher salary grade as a result of classification
changes shall be advanced to the lowest step in the higher salary
grade which will provide a minimum 5% salary increase over the
salary received immediately prior to the classification change.
Employees who would have otherwise been entitled to receive a
step increase as a result of longevity had the reclassification
not occurred shall be eligible to receive the next step increase
Within the new salary grade either on the date that the previous
longevity step would have been due or on the date that the next
step would have normally been granted within the new grade,
whichever occurs first. All subsequent step advancements shall
be granted in conformity with the required time in service pro-
vided for each step within the general salary schedule."
SECTION 2. The aforesaid change shall take effect and become
effective from and after the passage of this ordinance.
SECTION 3. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction it
shall not affect any other section, paragraph, subdivision, clause, phrase,

word or provision of this ordinance,for it is the definite intent of this
City Council that every section, paragraph, subdivision, clause, phrase,
word, or provision hereof be given full force and effect for its purpose.
SECTION 4. The necessity to maintain at all times an efficient
administration of City affairs creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordi-
nance or resolution shall be passed finally on the date of its introduction
but that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor,having declared that such emergency and
necessity exist, having requested the suspension of the said Charter rule
and that this ordinance be passed finally on the date of its introduction
and take effect and be in full force and effect from and after its passage,
IT IS ACCORDINGLY SO ORDAINED, this the I' day of December, 1980.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
