A RESOLUTION
EXPRESSING THE CITY COUNCIL'S ACCEPTANCE OF THE GIFT OF A
BRONZE SCULPTURE OF PELICANS TO THE CITY OF CORPUS CHRISTI
FROM ANONYMOUS DONORS AND EXPRESSING APPRECIATION FOR THIS
ARTISTIC EMBELLISHMENT OF THE BAYFRONT PLAZA; AND DECLARING
AN EMERGENCY.
'WHEREAS, Mrs. Mercedes Eugenio, spokesman for anonymous donors, -
offered to the City, in a presentation before the Municipal Arts Commission,
a bronze sculpture of four brown pelicans flying on the crest of a wave; and
WHEREAS, the artist H. W. Tatum, Jr., who is a graduate of Richard
King High School in 1976, has studied art at the University of Texas and under
Dr. Sherman Coleman and learned the lost wax method of bronze casting at the
Castleberry Art Foundery, has been commissioned by the donors to do the
sculpture piece; and
WHEREAS, the donors will provide a fountain in the shape of a wave,
approximately ten by twelve feet including attachments, drains, and mechanical
parts to provide the water flow to simulate a wave; and
WHEREAS, the artist has agreed to any modifications in structural
design which may be desired by the City as a result of testing for wind
loading; and
WHEREAS, the fountain will be shaped and sited to fit the City's
landscape plans in the'general area of the central circle near the drive between
the Convention Center and the Auditorium;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION.1. That we, the Members of the City Council, on behalf of
the citizens of this community, wish to accept this magnificent sculpture gift •
and express our sincere appreciation to the donors, who wish to remain anonymous,
and wish to applaud this private effort, at no costto the City, to provide
art to enhance the Bayfront Plaza.
SECTION 2. That this resolution be forwarded by the City Secretary
to Mrs. Eugenio for distribution to the donors whose pride in their community
is evidenced by this gift of art for the pleasure and enjoyment of all citizens
of the community.
SECTION 3. That the necessity to recognize this valuable contribution
and assure its early progress in completing the Bayfront Plaza creates a
public emergency and an imperative public necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed finally

on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council and the Mayor having-..
declared that such emergency and necessity exist, having requested the
suspension of the Charter rule and that this ordinance be passed finally on
the date of its introduction and take effect and be in full force and effect
from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the 24th day
of December, 1980.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.
