URGING THE U.S. CONFERENCE OF MAYORS TO SUPPORT
FEDERAL LEGISLATION FOR A LOWER AND SEPARATE
1 MINIMUM WAGE FOR YOUTH; AND DECLARING AN EMERGENCY.
WHEREAS, the unemployment rate for unskilled young workers
continues to increase; and,
WHEREAS, the federal minimum wage has increased to a level which
discourages private employers in hiring youth; and
WHEREAS, a lower and separate minimum wage for youth would help"
stimulate youth employment and allow employers to provide training and'
experience to unskilled youth at a lower cost; and
WHEREAS, the U.S. Conference of Mayors is one of the major
spokesman for cities at the national level:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. The City Council of the City of Corpus Christi,
Texas hereby urges the U.S. Conference of Mayors to support passage of
federal legislation by the current Congress creating a lower and separate
minimum wage for youth to encourage the employment of youth.
SECTION 2. The City Secretary is hereby instructed to forward a
copy of this resolution urging support of a lower and separate minimum wage
for youth to the U.S. Conference of Mayors.
SECTION 3. The necessity of taking a position on urging the
U.S. Conference of Mayors to support federal legislation by the current
Congress for a lower and separate minimum wage, as hereinabove set forth,
creates a public emergency and an imperative public necessity requiring
suspension of the Charter rule that no ordinance or resolution shall be
passed finally on the date of its introduction but that such ordinance or
resolution shall be read at three several meetings of the City Council, and

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.

Please find enclosed a certified copy of Resolution 15999 passed by
the City Council of Corpus Christi, Texas on January 28, 1981 urging
support for the passage of legislation to establish a lower and
separate minimum wage for youth.
As the U.S. Conference of Mayors expresses the various cities' posi—
tions on this issue, the City Council requests that its support of a
lower and separate youth minimum wage be included in that expression.

nation is of paramount concern to all cities both because of a deep concern for
the well being of tomorrows adults and also because a multitude of social and
economic problems interrelate with high youth unemployment.
As the federal minimum wage continues to increase, private employers are dis-
couraged from hiring unskilled youth, since the cost of providing training and
experience is high and turnover frequent. Through the creation of a separate
and lower minimum-wage'for youth, the City Council believes incentives will be
provided to the private sector to hire unskilled youth in jobs which otherwise would
not be available. At the same time that more job opportunities are provided,
youth may be afforded work experience which is so necessary if they are to success-
fully find and retain good jobs.
The City Council requests your support of legislation to accomplish a lower and
separate minimum wage for youth. Enclosed is a copy of a resolution passed by
the City Council on January 28, 1981 similarly urging the U.S. Conference of Mayors
to support the same legislation.
