Mayor Neal called the meeting to order and asked members of the Black Chamber of Commerce for comments. Mr. Lamont Taylor gave an overview of the goals and objectives of the Black Chamber of Commerce, emphasizing the need for more inclusion of minority businesses in city purchases and contracts and the need for more jobs in the Black community. Mr. Taylor emphasized the high rate of unemployment in the Black community in relation to the general and Hispanic populations. Ms. Beverly Winters stressed the problem of teenage pregnancy. She recommended mentoring programs as well as a program designed to help young people stay in school. She asked the City to help her in getting foundation funding to alleviate this problem. Mr. Sam Johnson stated that the basic problem is related to economics and jobs. He stressed that more jobs and businesses are needed in the northside. Mr. Bob Jones promoted a disparity study for the City. He stated that the Regional Transportation Authority and the Texas Department of Transportation had done such studies to determine what the needs really are in this community. The study, he said, would provide the City with a vehicle to contracting with small minority businesses without the threat of being sued. Discussion ensued regarding the disparity studies and what the city is currently doing. The Council asked that copies of the disparity studies be provided to them. The Mayor thanked everyone for attending. He stressed the importance of being consistent and fair and stated that he wanted to continue these meetings, perhaps on a quarterly basis to follow up and to help keep up with what is going on. The meeting was adjourned at 8:30 a.m.
