HomeMy WebLinkAbout16068 ORD - 02/25/1981JBA:jkh:2-24-81;lst i AN ORDINANCE ORDERING AN ELECTION FOR MAYOR AND SIX (6) COUNCIL MEMBERS IN THE CITY OF CORPUS CHRISTI, TEXAS, TO BE HELD ON THE 4TH DAY OF APRIL, 1981, AND THAT SUCH ELEC- TION BE HELD JOINTLY WITH THE CORPUS CHRISTI INDEPEN- DENT SCHOOL DISTRICT ELECTION FOR SINGLE MEMBER DISTRICTS III AND IV; DESIGNATING POLLING PLACE LOCATIONS FOR SUCH ELECTION; ENACTING PROVISIONS INCIDENT AND RELATING TO THE SUBJECT AND PURPOSE OF THIS ORDINANCE; AND DECLARING AN EMERGENCY. WHEREAS, the City Charter provides for the holding of a regular City election for Mayor and six (6) Council members in the City of Corpus Christi, on the first Saturday in April in odd -numbered years, the same being April 4, 1981; and WHEREAS, it is provided in Article 4.06 of the Texas State Election Code that the governing bodies shall order elections pertaining to municipal affairs, give notice upon the election of officers to hold the election: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That a regular City election for the election of Mayor and six (6) Council members, to be held jointly with the Corpus Christi Independent School District election for Single Member Districts III and IV, in the City of Corpus Christi, shall be held in the City of Corpus Christi on April 4, 1981. SECTION 2. That at said election herein ordered all the qualified voters of the City of Corpus Christi shall be permitted to vote. SECTION 3. That the names of candidates for the office of Mayor and the names of candidates for the office of the City Council members, and the names of candidates for the office of Trustees for Single Member Districts No. III and IV for the Corpus Christi Independent School District shall be placed on said ballot in the manner and form prescribed by law. SECTION 4. That voting machines shall be employed at the election herein ordered in accordance with the provisions of Revised Civil Statutes of Texas Election Code, Article 7.14, and said election shall be held at the polling places in the regularly prescribed precincts of the City of Carpus Christi, such voting precincts and polling places being as follows: MI RQE!LMEO 16068 . Said election shall be held in accordance with the election laws of the State of Texas. The polls shall be open from 7:00 a.m. to 7:00 p.m., on the date of the said election. SECTION 5. Bill G. Read, whose office is situated at the Office of the City Secretary, Third Floor, City Hall, 302 South Shoreline Drive, Corpus Christi, Texas, is hereby appointed Election Manager and Judge of said election, and he is hereby authorized and directed to make all neces- sary arrangements for the holding of said election in accordance with and subject to the laws of this State, aniBill G. Read, J. M. Pearce and Ed Schroeder are appointed to hold such election in accordance with the laws of this State. SECTION 6. Voting machines shall be used for the conduct of said election on election day and for conducting absentee voting, except that for absentee votes cast by mail, paper ballots shall be used. Absentee voting in person shall be conducted in the lobby of City Hall, 302 South Shoreline Drive, Corpus Christi, Texas, from 8:00 a.m. to 5:00 p.m.,Monday through Friday, beginning on March 16, 1981 and ending March 31, 1981. The following officials shall conduct the absentee voting: Clerk Mrs. Ireneo H. Saenz Deputy Clerk Mrs. Rosalie Garza SECTION 7. A special canvassing board shall be used to count the absentee ballots, and the following persons are hereby appointed to serve as such special canvassing board, to -wit: Margie Morrill Don Mosley Rose Rubio SECTION 8. The City Secretary is directed to post and publish such election notices as are required by the Election Laws of the State of Texas. SECTION 9. By approving and signing this ordinance, the Mayor officially confirms as his action all matters recited in the ordinance which by law come within his jurisdiction. SECTION 10. The fact that it is necessary and essential that the governing body of the City of Corpus Christi shall order elections pertaining to municipal affairs and that the notice of such election should be promptly posted and published and that a regular City election for the election of the Mayor and six Council members in the City of Corpus Christi shall be held jointly with the Corpus Christi Independent School District election for Single Member Districts III and IV on the first Saturday in April, 1981, creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared that such emergency and necessity exist, having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the day of February, 1981.
