AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT
WITH THE CORPUS CHRISTI ARTS COUNCIL WHEREBY THE CITY
WILL PROVIDE $7,000 TOWARDS THE SUPPORT OF THE ARTS
COUNCIL'S COORDINATION OF A BROAD SPECTRUM OF ART
ACTIVITIES IN THE COMMUNITY, ALL AS MORE FULLY SET
FORTH IN THE AGREEMENT, A SUBSTANTIAL COPY OF WHICH
i IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED
EXHIBIT "A"; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute a one-year agreement with the Corpus Christi Arts Council whereby
the City of Corpus Christi will provide $7,000 towards the support of the Corpus
Christi Art Council's coordination of a broad spectrum of art activities in the
community, all as more fully set forth in the agreement, a substantial copy of
which is attached hereto, marked Exhibit "A", and made a Dart hereof.
SECTION 2. The necessity to authorize execution of the agreement
aforesaid at the earliest practicable date in order to assist the Arts Council
in its development and improvement of artistic and cultural resources of the
community creates a public emergency and an imperative public necessity requiring
the suspension of the Charter rule that no ordinance or resolution shall be passed
finally on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor, having
declared that such emergency and necessity exist, having requested the suspension
of the Charter rule and that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from and after its
passage, IT IS ACCORDINGLY SO ORDAINED, this the 2S day of February, 1981.

AGREEMENT

COUNTY OF NUECES I
WHEREAS, the City of Corpus Christi, through the initiative of the
Municipal Arts Commission, is interested in providing support for the coordi-
nation of the broad spectrum of the Arts in the community; and
WHEREAS, the Corpus Christi Arts Council, a non-profit corporation
chartered in 1962, was organized "to foster, encourage and promote increased
participation in and public support of fine arts and cultural activities; to
encourage, initiate and coordinate cooperative and joint programs and activi-
ties among organizations engaged in artistic and cultural activities; and
generally to work for the development and improvement of -the artistic and
cultural resources of the community";
NOW, THEREFORE, the City of Corpus Christi and the Corpus Christi
Arts Council do hereby enter into the following contract:
1. This contract shall be for a period of one year from March 1,
1981 through February 28, 1982.
2. The City of Corpus Christi agrees to pay the Corpus Christi Arts
Council the sum of $7,000.00 to assist the Council in carrying out
the functions for which it was chartered.
3. The Corpus Christi Arts Council agrees to:
(a) Submit periodic reports not more often than once per month
listing expenses incurred for which reimbursement is being
requested. Reimbursement will be made upon review and
approval of these reports by the City of Corpus Christi.
Expenses eligible for reimbursement include personnel
expenses such as salaries and payroll taxes; office
equipment, repairs and supplies; printing, artwork and
postage; professional consultant fees; rent; telephone;
travel, seminars and workshops; and publications, resource
materials and professional dues/./No expenses incurred after
February 28, 1982 will be eligible for reimbursement.

(b) As soon as possible after February 28, 1982, submit a
statement of total Arts Council revenues and expenditures
for the twelve-month period ending February 28, 1982 and
a report detailing the Arts Council's activities during
said twelve-month period.
(c) Provide information, assistance and support to the artists
and art and cultural organizations in the community including,
but not by way of limitation, serving as a clearinghouse for
information on the arts and art events locally and statewide;
working with other arts and cultural organizations to plan
and provide art programming for the public; and offering
technical assistance and information to individual artists.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally,on the date it
is introduced, or at the present meeting of the City Council.
