HomeMy WebLinkAbout16109 RES - 03/11/1981vp:3/11/81 :,1st A RESOLUTION ENDORSING PASSAGE BY THE TEXAS STATE LEGISLATURE OF LEGISLATION WHICH WOULD REGULATE THE PURCHASE OF PRECIOUS METALS AND PRECIOUS AND SEMI-PRECIOUS STONES, PARTICULARLY FROM MINORS; AND DECLARING AN EMERGENCY. WHEREAS, the theft of precious metals and stones such as jewelry, gold and silver and its subsequent sale to dealers in these metals, itinerant or otherwise, is of significant concern to the law-abiding public; and WHEREAS, the dollar value of these thefts has more than doubled over the past year; and WHEREAS, the participation by minors in the theft and sale of precious metals and stones is of particular concern; and WHEREAS, bills have been introduced into the current session of the Texas Legislature which would regulate the purchase of precious metals and precious and semiprecious stones by dealers from minors and other persons; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council of the City of Corpus Christi endorses the passage of legislation which would regulate the purchase of precious metals and precious and semiprecious stones by dealers in these metals and stones from the public including persons under the age of 18 by requiring the registration of dealers with a law enforcement agency, the keeping of trans- action records by the dealers and the filing of daily records with a law enforce- ment agency, and sufficient identification before the purchase of these metals and stones from anyone and prohibiting the removal of the metals and stones from the dealer's place of business for a minimum period of time after their purchase by the dealer. SECTION 2. The necessity of taking a position on the regulation of the purchase of precious metals and precious and semiprecious stones creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be finally passed on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having M[C OULMLu. 16109 ISEP declared that such emergency and necessity exist and having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the !/ day of March, 1981.
