HomeMy WebLinkAbout16191 ORD - 04/15/1981NB 4.14.81 AN ORDINANCE AUTHORIZING THE CITY MANAGER TO SUBMIT A REQUEST FOR GRANT -IN -LIEU IN THE AMOUNT OF $38,158.33 TO THE FED- ERAL EMERGENCY MANAGEMENT AGENCY FOR ELIGIBLE REPAIRS TO THE PEOPLES,. STREET T -HEAD AS A RESULT OF HURRICANE ALLEN, A SUBSTANTIAL COPY OF WHICH REQUEST IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A"; AUTHORIZING THE EXECUTION OF ALL DOCUMENTS NECESSARY TO OBTAIN THE GRANT -IN -LIEU; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to submit a Request for Grant -in -Lieu, in the amount of $38,158.33 to the Federal Emergency Management Agency for eligible repairs to the Peoples Street T -Head as a result of Hurricane Allen, a substantial copy of which Request for Grant -in -Lieu is attached hereto and made a part hereof, marked Exhibit "A". SECTION 2. That the City Manager be authorized to execute all other documents necessary to obtain the Grant -in -Lieu. SECTION 3. The necessity to authorize execution of the aforesaid Request and to execute all other documents necessary to obtain assistance in making repairs as a result of Hurricane Allen creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction, but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from a after its passage, IT IS ACCORDINGLY SO ORDAINED, this the- IS— day of , 1981. Therefore, the average cost of all piles in contract was computed to arrive at a unit cost ($140,200/307=$456.68) DSR No. 2579 quantity is in square feet. The contract quantity is in linear feet. To equate the two, the contract units were converted to DSR units. 1 LF of 2x8 = 2/3 SF; therefore, the unit price in S.F. is 2/3 the bid price of $3.50 or $2.33. The electrical system on the T -Head was totally destroyed by Hurricane Allen. DSR No. 2579 outlined specific items included in the electrical system which required replacement; however, this item was bid as a lump sum. Since the entire system must be replaced, the full bid price is requested for FEMA participation. The DSR provided for replacement of ten (10) hose bibbs at $5.00 each. The contract calls for replacement of the entire waterline on the L -Head stem including protective bumper blocks. The existing waterline on the south side of the Peoples Street T -Head is to be salvaged. Since the L -Head waterline is inoperable, full credit should be Peoples Street T -Head Slip Realignments Hurricane Allen Repairs Comparison of DSR & Contract Bid'Costs Page No. 2 given for this line. This credit is calculated by applying contract unit bid prices to the quantities involved. 1" waterline 285 LF @ $3.74 = $1,065.90 tees 5 ea. @ $6.6o = 33.00 elbows 5 ea. @ $3.30 = 16.50 support clamps 14 ea. @ $15.40= 215.60 faucets 3/4" 5 ea. @ $16.50= 82.50 Total $1,413.50 . This figure has been used for FEMA grant reimbursement. (5) Crane mobilization was identified as a specific cost in the DSR; however, the contractor has included this cost in all other bid items.
