AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION
TO THE URBAN MASS TRANSPORTATION ADMINISTRATION FOR
A GRANT OF $68,000 FOR ASSISTANCE IN TRANSIT PLANNING
WITH A MATCHING SHARE OF $17,000 TO BE PROVIDED BY
THE CITY OF CORPUS CHRISTI, ALL AS MORE FULLY OUTLINED
IN THE APPLICATION, IN SUBSTANTIALLY THE FORM ATTACHED
HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A", AND
AUTHORIZING THE CITY MANAGER TO SIGN CONTRACTS AND ALL
RELATED DOCUMENTS NECESSARY TO IMPLEMENT THE GRANT
WHEN APPROVED; AND DECLARING AN EMERGENCY.
WHEREAS, the Secretary of Transportation is authorized to make grants
for mass transportation projects;
WHEREAS, the contracts for financial assistance will impose certain
obligations upon the applicant, including the provision by it of the local
share o*project costs;
WHEREAS,fl it is required by the U.S. Department of Transportation
in accord with the provisions of Title VI of the Civil Rights Act of 1964,
that in connection with the filing of an application for assistance under
the Urban Massr,Transportation Act of 1964, as amended, the applicant give
an assurance that it will comply67N Tit1eNI of the Civil Rights Act of
1964 and the U.S. Department of Transportation requirements thereunder; and
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized to
submit an application tbjthe Urban Mass Transportation Administration for a
grant of $68,000 for assistance in transit planning with a matching share of
$17,000 to be provided by the City of Corpus Christi, all as more fully out-
lined in the application, in substantially the form attached hereto and
made a part hereof, marked Exhibit "A", and
SECTION 2. That the City Manager is authorized to execute and file
with such application an assurance or any other document required by the
U.S. Department of Transportation effectuating the purposes of Title VIf
the Civil Rights Act of 1964.
SECTION 3. That the City Manager is authorized to furnish such
additional information as the U.S. Departmentpof Transportation may require
in connection with the application or the project.
SECTION 4. That the City Manager is authorized to set forth and

and all related documents necessary to implement the grant when approved.
SECTION,6. That the necessity to submit an application•=as out-
lined and to execute all necessary and related documents in order to
implement the grant when approved, all as aforesaid, creates a public
emergency and an imperative public necessity requiring the suspension of
the Charter Rule that no ordinance or resolution shall be passed finally on
the date of its introduction but that such ordinance or resolution shall be
read at three successive meetings of the City Council, and the Mayor having
declaredthat such emergency and necessity , and having requested the
suspension of the Charter Rule and that this resolution be passed finally on
the date of its introduction and take effect and be in full force and effect
from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the

Based on the Corpus Christi Urbanized Area Unified Work Program
for Fiscal Year 1982, the City of Corpus Christi is requesting an Urban
Mass Transportation Administration technical studies grant of $68,000
to aid in transportation planning. Local funds in the amount of $17,000
will be provided in the form of in-kind service by the City of Corpus
Christi.
Our legal counsel has reviewed the City's statutory authority.
There is no pending legislation or litigation that would affect the
prosecution of this technical studies project.
The '`General Requirements" listed on Page I-3 of UNTA Circular
1160.1 have been met in a previous application to MITA; the matters
described have not changed since that submission.'

We are pleased to advise -you that $68,000 of UMTA Section 8 funds hove been
earmarked for inclusion in the transportation planning effort of your area for
the upcoming fiscal year..
These funds should cddress National Emphasis Areas as well as local mobility
needs. Specific attention shoula be paid to local transit management, operational
and short range capitol i -_.:es. Your planning activity must provide the basis for
local adoption and subsequent federal consideration of transit projects to be imple-
mented cs articulated in the -area's TIP/AE.
In order to ovoid discontinuity in your transportation planning programs, we en-
courage development of the Unified Work Program as early cis possible with sub-
mission to the intermodal Planning Group no later than May 1, 1981. Concurrently,
you should make application to this office for the UMTA grant portion of the Unified Work Program in order that grant award may take place by June 301h.Failure to comply with the submission date may jeopardize your funding.
You are reminded that prior grants for UMTA Section 8 funds may be carried
over into a succeeding year with concurrent program activity accomplished; how- -
ever, if it should be determined that your area will not require the earmarked
funds for this next fiscal year, please advise us at an early date so that redistri-
bution of the -funds can be effectively made.

National Emphasis Areas for
Metropolitan Area Planning Process
-In carrying out the planning process in metropolitan areas, special emphasis
should be directed at identified National Emphasis Areas.
In particular, Section 8 funding should be targeted to ensure a primary focus
on: •
Addressing short range transit management, operational, and
-capital issues;
•
-developing improved planning aimed at energy conservation,
including the development of energy contingency plans for
rapid implementation in the event of future fuel shortages;
supporting short-range transportation system management
(TSM) planning including integration of air quality planning
with elements of the ongoing transportation planning process;

facilities and service, including refiiement of 504 Transition
