AN ORDINANCE
AUTHORIZING THE, CITY MANAGER,TO EXECUTE CHANGE ORDER NO. 1
IN'THE AMOUNT OF $17,650 TO THE CONTRACT WITH R. S. BLACK
FOR CONSTRUCTION OF THE AIRPORT DRAINAGE DITCH WHICH PRO-
VIDES FOR ADDITIONAL FILL MATERIAL `ON THE,PROJECT;'APPRO-.
PRIATING $4,754.96` OUT OF THE NO. 162 FEDERAL/STATES GRANT
FUND, ACTIVITY NO. 4744, CODE 502 TD SUPPLEMENT`PREVIOUSLY
APPROPRIATED FUNDS; AND DECLARING AN EMERGENCY,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,•

SECTION,1.• That the City Manager be and he is hereby authorized

. to execute Change Order No'. 1 in the amount of $17,650 to the contract with

R. S. Black for construction' of the Airport Drainage Ditch which provides
for additional°fill material on the project,:a substantial copy of which
change order is attached hereto and made a part hereof, marked Exhibit "A".
SECTION 2. That there is hereby appropriated out of the No. 162
Federal/States Grant Fund, Activity No. 4744, Code 502, the sum of $4,754.96
to supplement funds previously appropriated.
SECTION 3. The necessity to authorize execution of the change•
order and appropriation of the sums for the purposes set forth hereinabove
creates a public emergency and necessity requiring the suspension of the
Charter rule that no ordinance or resolution shall be passed finally on the
date of its introduction but that such ordinance or resolution shall be read
at three several meetings of the City Council, and the Mayor o Co cil
members, having declared that such emergency and necessity exist, having
requested the suspension of the Charter rule and that this ordinance be passed
finally on the date of its introduction,take effect and be in full force and
effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED this the

C. Y. deficient in material instead of 700 C.Y. in excess.

relative to incorrect cross—sections)
Why was this change necessary? (If left off the plans and specifications, explain why.)
Change provides contractor compensation for additional material handled on project due to City
cross section error.
How can similar changes be avoided in the future? By checking field work more thoroughly
before letting projects out for bids.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, but that such ordinance or resolution shall be read
at three meetings of the Gi.ty,Council; I/we, therefore, request that you suspend
said Charter rule or requirement"and pass this ord`i4iancesfinally on the date
it is introduced, or at the present meeting of the City Council.
