HomeMy WebLinkAbout16236 ORD - 05/13/1981TEXAS: AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 5 TO THE CONTRACT WITH PERMIAN -REPUBLIC, CONTRACTOR FOR IMPROVEMENTS TO THE OSO WASTEWATER TREATMENT PLANT, A SUBSTANTIAL COPY OF WHICH CHANGE ORDER IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A", WHICH PROVIDES FOR RECONSTRUCTION OF DAMAGED STEEL SECTIONS IN CHLORINE CHAMBERS NOS. 3 AND 4 AT THE OSO WASTEWATER TREATMENT PLANT; APPROPRIATING $11,834.27 OUT OF THE NO. 250 SANITARY SEWER BOND FUND, APPLICABLE TO PROJECT NO. 250-77-4, OSO WASTEWATER TREATMENT PLANT CONTRACT NO. 4, 75% OF WHICH WILL BE FUNDED BY THE ENVIRONMENTAL PROTECTION AGENCY AND 25% OF WHICH WILL BE FUNDED BY CITY LOCAL SHARES, SAID APPROPRIATION BEING SUBJECT TO APPROVAL AND CONCURRENCE BY THE ENVIRONMENTAL PROTECTION AGENCY; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. That the City Manager be and he is hereby authorized to execute Change Order No. 5 to the contract with Permian -Republic, con- tractor for improvements to the Oso Wastewater Treatment Plant, a substantial copy of which change order is attached hereto andlmade a part hereof, marked Exhibit "A", which provides for reconstruction of damaged steel sections in chlorine chambers Nos. 3 and 4 at the Oso Wastewater Treatment Plant. SECTION 2. That there is hereby appropriated out of the No. 250 Sanitary Sewer Bond Fund the sum of $11,834.27, applicable to Project No. 250-77-4, Oso Wastewater Treatment Plant Contract No. 4, 75% of which will be funded by the Environmental Protection Agency and 25% of which will be { funded by City local shares, said appropriation being subject to approval and concurrence by the Environmental Protection Agency. SECTION 3. The necessity to authorize execution of the aforesaid change order and appropriation of the sums necessary to effect the said change order at the earliest practicable date creates an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but 16236 MICROFILMED 271Y84. 12 that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor or Council Members, having declared that such emergency and necessity exist, having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the )3 day of May, 1981. Step 2 Grant No. C-48-1214 Improvements to the Oso Wastewater Treatment Plant Corpus Christi, Texas Contract No. 4, Treatment Plant Expansion First Phase of Plant Construction CHANGE ORDER NO. 5 PART A. Necessity of the Change Order: When existing Chlorine Chamber Nos. 3 and 4 were drained for cleaning, it was discovered the sludge scraper mechanism had structural damage. The sludge scraper mechanism in these two structures needs to operate prop- erly and reliably, because this is the last place from which sludge can be removed before the effluent is discharged into the receiving waters. The reason the work was not -included in the current Contract is -because these two structures were full and operating as final clarifiers until By -Pass Occurrence No. 5 began, and then the structures were drained and the damaged noticed. } The original -clarifiers had a full circle sludge trough with the scraper. equipment in the trough. 'This is now considered a poor design and is the major source_of damage to the sludge scraper mechanism. To eliminate the possibility of similar damage in the future, the circular trough will be filled with concrete. -Most of the_existing bolts that hold the truss arms of the scraper mechan - ism to the center cage are in very bad condition and _need replacing. PART B. Description of the Work: The-sludgescraper mechanism is constructed from structural steel channel and angle sections. The damaged steel sections will' be i'eplaced-with-new sections of equal size. All new sections will be sandblasted and painted as per the specifications of this Contract. The -existing full circle sludge trough will -be filled with 2000 psi -=-concrete leaving a sump at the -sludge drain pipe. r Ali bolts attaching the -scrape mechanism truss arms-to•.the=center-cage-'i ill :.- be replaced with. bolts of equal size and strength.. PART C. Construction Method: The new structural sections will be installed by fieldwelding, prior sandblasting and painting. The 2000 psi concrete will be placed and all new bolts will be installed by conventional construction methods with no special installation techni- ques required. • PART D. Cost Breakdown: I.
