IN APPRECIATION OF EDWARD H. HARTE'S DISTINGUISHED
SERVICE ON THE BAY DRILLING COMMITTEE, AND DECLAR-
ING AN EMERGENCY.
WHEREAS, Mr. Edward H. Harte was appointed to the Bay Drilling
Committee at the time of its formation in 1965, subsequently elected its
first chairman, and has continuously served as its chairman until his
resignation for health reasons on April 1, 1981; and
WHEREAS, during his tenure as chairman of the Bay Drilling
Committee, Mr. Harte's excellent leadership and participation were instru-
mental in developing the City's highly successful Bay Drilling ordinance
and, more recently, the Gulf Drilling ordinance; and whereas Mr. Harte
also helped initiate studies and plans which culminated in creation of
the Corpus Christi Area Oil Spill Control Association; and
WHEREAS, at the regular meeting of the Bay Drilling Committee on
April 27, 1981, the Committee unanimously requested this City Council
proclaim a resolution in appreciation of Mr. Harte's significant contribu-
tion to Corpus Christi and the Coastal Bend area through his service on the
Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
The City Council, on its own behalf and for all the citizens of
Corpus Christi, hereby extends its deepest appreciation to Mr. Edward H.
Harte for his distinguished service and leadership on the Bay Drilling
Committee during the years 1965 to 1981.
The important need to express the City's appreciation to Mr. Harte
constitutes a public emergency and imperative public necessity requiring
suspension of the Charter rule that no ordinance or resolution shall be
passed finally on the date of its introduction"but that such ordinance or
resolution shall be read at three several meetings of the City Council and
the Mayor, having declared that such an emergency and necessity exist,
having requested the suspension of the Charter rule and that this resolution
be passed finally on the date of its introduction and take effect and be in
full force and effect from and after its passage, IT IS ACCORDINGLY SO

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, but that such ordinance or resolution shall be read
at three meetings of the City Council; I/we, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date
it is introduced, or at the present meeting of the City Council.
