AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT
BETWEEN THE CITY OF CORPUS CHRISTI AND THE BLACK AWARE-
NESS COMMITTEE, INC., PROVIDING FOR THE CITY'S SUPPORT
OF A PROGRAM OF BLACK AWARENESS IN THE COMMUNITY AND
PROVIDING FOR PAYMENT BY THE CITY OF $2,500 TO ASSIST
IN DEFRAYING EXPENSES INCURRED IN THE PRESENTATION OF
THE AFORESAID PROGRAM, ALL AS MORE FULLY SET FORTH IN
THE AGREEMENT, A SUBSTANTIAL COPY OF WHICH IS ATTACHED
HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A"; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute an agreement between the City of Corpus Christi and the Black
Awareness Committee, Inc., providing for the City's support of a program of
black awareness in the community, and providing for payment by the City of
$2,500 to assist in defraying expenses incurred in the presentation of the
aforesaid program, all as more fully set forth in the agreement, a substantial
copy of which is attached hereto and made a part hereof, marked Exhibit "A".
SECTION 2. The necessity to authorize execution of the aforesaid
agreement at the earliest practicable date in order that the plans may be
completed without delay creates a public necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor or Council
members, having declared that such necessity exist, having requested the
suspension of the Charter rule and that this ordinance be passed finally on
the date of its introduction and take effect and be in full force and effect
from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the A44,
day of June, 1981.

AGREEMENT
THE STATE OF TEXAS
COUNTY OF NUECES X
WHEREAS, the City of Corpus Christi, through the initiative of the
Municipal Arts Commission, is interested in providing support for a program
of Black Awareness in the community; and
WHEREAS, the Black Awareness Day Committee, Inc. provides an
opportunity for the community to experience the contributions of Blacks
to the culture of Corpus Christi.
NOW, THEREFORE, the City of Corpus Christi and the Black
Awareness Day Committee, Inc. do hereby enter into the following contract:
The Black Awareness Day Committee agrees to the following:
A. Provide a Black Awareness Day program the third Saturday
in June in South Bluff Park.
B. Schedule events between June 14 and June 21, 1981.
C. Events will include drama, Gospel singers, art, history,
and sport activities and contests.
D. Scholarships, awards, and ribbons will be presented.
In consideration of the Black Awareness Committee providing the
above program, the City of Corpus Christi agrees to pay to the Committee
the sum of $2,500.00 toward the expenses of this week—long cultural event.
Expenses are granted to allow the Committee to expand the
program to bring to the City Black drama and gospel singers and jazz
musicians. Expenses will be limited to Bayfront Plaza space rental,
professional fees for entertainers, awards, trophies and ribbons, exhibit
supplies and rental and installation of stage and sound equipment.
The Committee further agrees that a statement of revenues and
expenditures and an activity report including number of participants and
attendees will be submitted to the City so that the cost of the event
can be sufficiently related to the benefits received by the citizens of
Corpus Christi.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
7tle or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, but thattsuch ordinance or resolution shall be read
at three meetings of the City Council; I/we, therefore, request that you suspend
said Charter rule. or requirement and pass this ordinance finally on the date
it is_introduced, or at the present meeting of the City Council.
