AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT ADDEN-
DUM TO THE CURRENT CONTRACT BETWEEN THE CITY AND THE
COMMUNITY DEVELOPMENT CORPORATION OF CORPUS CHRISTI FOR
THE PURPOSE OF AMENDING THE DEMONSTRATION HOUSING REHAB-
ILITATION FUND TO THE COMMUNITY DEVELOPMENT CORPORATION
(CDC), A SUBSTANTIAL COPY OF WHICH ADDENDUM IS ATTACHED
HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A"; APPRO-
PRIATING $100,000 FROM THE FOURTH YEAR COMMUNITY DEVEL-
OPMENT BLOCK GRANT FUNDS THAT HAVE BEEN PREVIOUSLY
APPROVED FOR IMPLEMENTATION AND OPERATION OF SAID REHA-
BILITATION PROGRAM, $28,918 OF WHICH HAS BEEN PREVIOUSLY
COMMITTED TO THE PROJECT; AUTHORIZING THE CITY MANAGER
TO EXECUTE ALL RELATED DOCUMENTS IN THE IMPLEMENTATION
AND CONTINUATION OF THE AFORESAID PROGRAM; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager be and he is hereby authorized to
execute a contract addendum to the current contract between the City of Corpus
Christi and the Community Development Corporation of Corpus Christi for the
purpose of amending the. Demonstration Housing Rehabilitation Handbook to plan
control of the Revolving Rehabilitation Fund to the Community Development
corporation (CDC), all as more fully set forth in the addendum, a substantial
copy of which is attached hereto and made a part hereof, marked Exhibit "A".
SECTION 2. That there is hereby appropriated from the Fourth Year
Community Development Block Grant Funds previously approved, the sum of
$100,000 for implementation and operation of said rehabilitation program,
$28,918 of which hasbeen previously committed to the project.
SECTION 3. That the City Manager be authorized to execute all
related documents in the implementation and continuation of the aforesaid
program.
SECTION 4. The necessity to authorize execution of the aforesaid
contract addendum and any other related documents as well as the appropriation
of sums necessary to implement and continue the said program creates a public
necessity requiring the suspension of the Charter rule that no ordinance or
resolution shall be passed finally on the date of its introduction but that
such ordinance or resolution shall be read at three several meetings of the

City Council and the Mayor or Council members, having declared that such
necessity exists, having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the //Q day of June, 1981.

CONTRACT AMENDMENT
AMENDMENT TO CONTRACT BETWEEN THE CITY OF
CORPUS CHRISTI AND THE COMMUNITY DEVELOP-
MENT CORPORATION OF CORPUS CHRISTI.
WHEREAS, the City of Corpus Christi, hereinafter referred to as
"city", has contracted with the Community Development Corporation of Corpus
Christi, hereinafter referred to as "CDC", by Ordinance No. 15768, such
contract executed as of October 14, 1980; and
WHEREAS, included within such contract CDC has agreed to implement
and operate a Demonstration Housing Rehabilitation Program under the Community
Development Block Grant Program in accordance with the applicable Department
of Housing and Urban Development regulations and the Demonstration Housing
Rehabilitation Handbook of Corpus Christi as approved by the City Council, and
attached as Exhibit "A" to this contract amendment; and
WHEREAS, the City of Corpus Christi continues to desire to attract
more low and moderate income housing to Corpus Christi; and
WHEREAS, it is the opinion of the City that the Demonstration
Housing Rehabilitation Program will benefit from proposed amendments to the
Handbook; and
WHEREAS, the City had previously approved the expenditure of $100,000
from Fourth Year Community Development Block Grant funds for this Program;
NOW, THEREFORE IN CONSIDERATION .
1) A revolving Rehabilitation Loan Fund of $100,000 is hereby estab-
lished under the control of the CDC subject to the requirements
set out in the Demonstration Rehabilitation Handbook;
2) The CDC shall provide a monthly financial report to the City on
the financial condition of the Revolving Rehabilitation Fund;
3) CDC will carry out the Demonstration Rehabilitation Program on
an expeditious basis and in full conformity with guidelines and
regulations set out in the Demonstration Rehabilitation Handbook;
4) No portion of the Revolving Fund shall be utilized for any
activity not specifically authorized under the Demonstration
Housing Rehabilitation Handbook, and specifically, no portion
of the Fund shall be utilized for any administrative costs;
5) This contract may be cancelled on 30 days written notice by the
City to CDC, and in the event of such cancellation all assets of
the Fund, including the properties or interest therein, shall
be returned to the City of Corpus Christi;
6) All properties, including interest derived from the activities
under the Demonstration Rehabilitation Program will be deposited
in the Revolving Fund;
7) Should the City of Corpus Christi elect not to renew the admin-
istrative contract with the CDC, this shall be evidence of the
-cancellation of the Demonstration Rehabilitation Program;
8) The City Manager or his designated appointee, shall be authorized
to sign all appropriate contracts and funding documents, and
other related materials pertaining to this project.

public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, but that such ordinance or resolution shall be read
at three meetings of the City Council; I/we, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date
it is introduced, or at the present meeting of the City Council.
