A RESOLUTION
AMENDING RESOLUTION NO. 13691, PASSED AND APPROVED
BY THE CITY COUNCIL ON MARCH 2, 1977, BY ADDING THE
FOLLOWING STREET TO THE URBAN SYSTEM PROGRAM AS
ADMINISTERED BY THE STATE DEPARTMENT OF HIGHWAYS AND
PUBLIC TRANSPORTATION:
CARROLL LANE, SOUTH STAPLES STREET TO TIGER LANE
(INCLUDING RESURFACING MULBERRY STREET AND INSTALLA-
TION OF A WATER LINE FROM STAPLES TO GOLLIHAR);
ADOPTING STATE DEPARTMENT OF HIGHWAYS AND PUBLIC
TRANSPORTATION MINUTE ORDER NO. 78512, DATED MAY 20,
1981, PERTAINING TO THE ABOVE STREET; AND DECLARING
AN EMERGENCY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION T. That Resolution No. 13691, passed and approved by the
City Council on March 2, 1977, which authorized submission of
to the Department of Highways and Public Transportation to be
the Urban Systems Program, be -amended by adding the following
_aforesaid Urban System Program:
Carroll Lane, South Staples Street to Tiger Lane (including
resurfacing Mulberry Street and installation of a water
line from South Staples to Gollihar)
SECTION 2. That the City Manager be and he is hereby authorized
to accept; for and on behalf of the City of Corpus Christi, State Department
of -Highways and Public Transportation Minute Order No. 78512, dated May 20,
1981, pertaining to the above street, a copy of said Minute Order, marked
Exhibit "A", being attached hereto and made a part hereof for all pertinent
purposes. The improvement of the aforesaid streets, located in the City of
Corpus Christi, is to be jointly performed by the City and State Department
of Highways and Public Transportation.
SECTION 3. The necessity to include the portion of Carroll Lane
set forth in Section 1 hereof to the Urban System Program as administered
by the State Department of Highways and Public Transportation, and the further
necessity to authorize the acceptance of the aforementioned Minute Order in
Section 2 hereof in order that plans and construction may be commenced at
the earliest practicable date, creates an imperative public necessity requiring

the suspension of the Charter rule that no ordinance or resolution shall '
be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three several meetings of the City Council,
and the Mayor or Council members, having declared that such necessity exists,
having requested the suspension of the Charter rule and that this ordinance
be passed finally on the date of its introduction and take effect and be in
full force and effect from and after its passage, IT.IS ACCORDINGLY SO OR-

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, but that such ordinance or resolution shall be read
at three meetings of the City Council; I/we, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date
it is introduced, or at the present meeting of the City Council.
