CARL YOUNG FOR HIS OUTSTANDING SERVICE TO THE COMMUNITY FOR 40 YEARS AS A VOLUNTARY RED CROSS IN- STRUCTOR FOR SWIMMING, LIFESAVING, FIRST AID, ACCIDENT PREVENTION, AND CARDIO -PULMONARY RESUSCITATION; AND FOR SETTING AN OUTSTANDING EXAMPLE AND EXERTING A POSITIVE INFLUENCE ON MANY CORPUS CHRISTI CITIZENS WHO PARTICI- PATED IN THE INSTRUCTION PROGRAM UNDER HIS SUPERVISION; AND DECLARING AN EMERGENCY. WHEREAS, Mr. Carl Young is employed by the City of Corpus Christi- Nueces County Department of Health and Welfare as Health Program Specialist; and WHEREAS, Mr. Young has completed 40 years of voluntary service as a Red Cross instructor for swimming, lifesaving, first aid, accident preven- tion and cardio -pulmonary resuscitation; and WHEREAS, at the annual meeting of the Red Cross on May 21, 1981, Mr. Young received his certificate recognizing his 40 years of service to the community; and WHEREAS, at the annual meeting Mr. Young presented certificates recognizing individuals for long service as voluntary water safety instructors for the Red Cross, including one certificate for 21 years service to an indi- vidual who received his original instruction from Mr. Young: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. Mr. Carl Young is hereby commended for his outstanding service to the community for 40 years as a voluntary Red Cross instructor for swimming, lifesaving, first aid, accident prevention, and cardio -pulmonary resuscitation. SECTION 2. Mr. Young is further commended for setting an outstanding example and exerting a positive influence on many Corpus Christi citizens who participated in the instruction program under his supervision. SECTION 3. The need for the City Council to express its appreciation to Mr. Carl Young creates a public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at 16313 0 LME up 271984 three several meetings of the City Council, and the Mayor or Council members, having declared that such necessity exists, having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the 1981.
