HomeMy WebLinkAbout16350 ORD - 06/24/1981jkh:6-24-81;lst AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE ENVIRONMENTAL PROTECTION AGENCY (EPA) STEP I GRANT FOR ALLISON WASTEWATER TREATMENT PLANT, AND DESIGNATING THE CITY MANAGER AS THE AUTHORIZED REPRESENTATIVE FOR THE CITY OF CORPUS CHRISTI, REQUESTING 75% FUNDING FOR COSTS INVOLVED IN DEVELOPMENT AND IMPLEMENTATION OF A PRETREATMENT PROGRAM, THE ESTIMATED TOTAL COST OF WHICH WILL NOT EXCEED $10,000 AND WILL INCLUDE COSTS FOR POLLUTANT ANALYSIS, SAMPLING AND SHIPPING OF SAMPLE BOTTLES, AND DEVELOPMENT OF A PUBLIC PARTICIPATION PROGRAM AS REQUIRED BY 40 CFR SECTION 403, ALL AS MORE FULLY SET FORTH IN THE AMENDMENT TO THE GRANT, A SUBSTANTIAL COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY FUTURE AMENDMENTS, CHANGES, DELETIONS OR ADDITIONS TO THE AFORESAID GRANT REGARDING PRETREATMENT COSTS; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to execute an amendment to the Environmental Protection Agency (EPA) Step I grant for Allison Wastewater Treatment Plant, and designating the City Manager as the Authorized Representative for the City of Corpus Christi, requesting 75% funding for costs involved in development and implementation of a pretreatment program, the estimated total cost of which will not exceed $10,000 and will include costs for pollutant analysis, sampling and shipping of sample bottles, and development of a public participation program as required by 40 CFR Section 403, all as more fully set forth in the amend- ment to the grant, a substantial copy of which is attached hereto and made a part hereof, marked Exhibit "A". SECTION 2. That the City Manager be authorized to execute any 4 and all future amendments, changes, deletions or additions to the aforesaid grant regarding pretreatment costs. SECTION 3. The necessity to authorize execution of 0hy such amend- ments as may be necessary to the Step I grant for Allison Wastewater Treat- ment Plant in order that the City may develop an industrial waste pretreatment program as required for federal construction grants creates a public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance 16350 MICROEILKEll. BSEP 2719$4 or resolution shall be read at three several meetings of the City Council, and the Mayor or Council members, having declared that such necessity exists, having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the .
