AMENDING THE COMPENSATION ORDINANCE NO. 8127, AS
AMENDED, BY AMENDING SECTION 501 BY SUBSTITUTING
THE ATTACHED REVISED SCHEDULE FOR THE EXISTING
PUBLIC SAFETY GROUP SALARY SCHEDULE --POLICE, TO
PROVIDE FOR A COST -OF -LIVING INCREASE ABOVE PRE-
VIOUS SALARY LEVELS OF 1.5% EFFECTIVE JULY 12,
1981, ADDITIONAL 8% COST -OF -LIVING INCREASE ABOVE
PREVIOUS SALARY LEVELS EFFECTIVE JULY 27, 1981,
AND AN ADDITIONAL 8.5% COST -OF -LIVING INCREASE
ABOVE PREVIOUS SALARY LEVELS EFFECTIVE JULY 26,
1982; AMENDING SECTION 700, SPECIAL COMPENSATION
PROVISIONS, BY AMENDING, SUBSECTION 704.2 TO PROVIDE
FOR CLOTHING ALLOWANCE FOR EACH POLICE OFFICER AND
FOR EACH FIREFIGHTER OF THE CITY FOR THE PURPOSE OF
UNIFORM AND CLOTHING CLEANING AND MAINTENANCE;
ADDING A NEW SUBSECTION TO SECTION 700, TO BE NUM-
BERED 707, TO PROVIDE FOR SPECIAL COMPENSATION PRO-
VISIONS FOR BREATHALIZER OPERATORS IN THE FIRE
DEPARTMENT AND FOR POLICE EMPLOYEES ASSIGNED TO THE
BOMB SQUAD; ADDING SUBSECTION 708 TO PROVIDE PISTOL
QUALIFICATION REQUIREMENTS; AMENDING SECTION 800,
OVERTIME COMPENSATION, BY AMENDING SUBSECTION 801
TO PROVIDE FOR AUTHORIZED OVERTIME AND TO PROVIDE A
MINIMUM AMOUNT OF OVERTIME; AMENDING SECTION 900,
HOLIDAYS, SUBSECTION 900.5, TO PROVIDE FOR HOLIDAY
LEAVE WITH PAY; AMENDING SECTION 952, SICK LEAVE,
SUBSECTION 952.2, TO PROVIDE FOR SICK LEAVE FOR
POLICE PERSONNEL IN COMPLIANCE WITH THE CURRENT POLICE
COLLECTIVE BARGAINING CONTRACT; PROVIDING AN EFFECTIVE
DATE; PROVIDING A SEVERANCE CLAUSE; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1.- That the Compensation Ordinance for the City of
Corpus Christi, No. 8127, as amended, be and the same is hereby amended by
amending Section 501 by substituting the attached revised Police Salary
Schedule, Exhibit "A", for the existing Public Safety Salary Schedule --
Police, reflecting a 1.5% cost -of -living increase effective July 12, 1981,
additional 8% cost -of -living increase above previous salary levels effective
July 27, 1981 and an additional 8.5% cost -of -living increase above previous
salary levels effective July 26, 1982.
SECTION 2. That Section 700 SPECIAL COMPENSATION PROVISIONS of
the Compensation Ordinance be amended by amending Subsection 704.2 to
hereafter read as follows:
"704.2 A clothing allowance of $300 shall be paid to all Police
Officers who are required by order of the Chief of Police to wear civilian

clothing during their work assignment. For each year thereafter, the
City shall pay up to $300 for replacement cost for those persons so autho-
rized. A clothing allowance of $25 per month shall be provided to each
Police Officer of the Police Department, and a clothing allowance of $15
per month shall be provided to each Firefighter of the Fire Department for
the purpose of uniform and clothing cleaning and maintenance. Effective
July 26, 1982, the clothing allowance shall be increased to $35 per month
for each Police Officer of the Police Department."
Section 3. That Subsection 707 be added to Section 700, said
subsection to hereafter read as follows:
"707 Breathalyzer Certification Pay and Bomb Squad Pay.
All officers certified and assigned as breathalyzer operators
shall receive extra pay of $30 per month. All Police employees assigned
to the bomb squad shall receive extra pay for such hazardous duty of $40
per month."
SECTION 4. That Subsection 708 be added to Section 700, said
subsection to hereafter read as follows:
"708 Pistol Qualification Requirement.
Pistol qualification pay of $15 per month shall be paid to
Police Officers who qualify at the pistol range by shooting an expert's
score (89 to 94) each month, and $25 per month shall be paid to officers
shooting a master's score (94 to 100) each month. All officers shall be
required to shoot a minimum score of 70 each month. Officers whose shift
assignments are completely outside the hours when the range is open shall
be required to shoot on their own time and shall be paid at the rate of two
hours overtime each month for required attendance."
SECTION 5. That Section 800 OVERTIME COMPENSATION be amended
so as to amend Subsection 801 to hereafter read as follows:
"801 Authorized Overtime
In emergencies, a department head may prescribe reasonable
periods of overtime work to meet operational needs. Overtime shall not
be established as a regular continuing extension of the normal work week.
Overtime work performed by Police Officers of less than one-half hour
following the end of each shift shall not be compensable unless it exceeds
thirty minutes. Where thirty minutes is exceeded, all time worked as a

holdover from a shift shall be paid at the overtime rate. The minimum
working hours to be reported as call back time shall be three hours regard-
less of the actual time required for Police and Fire employees. With the pre-
ceding exceptions, all authorized overtime shall be reported to the nearest
quarter hour."
SECTION 6, That Section 900 HOLIDAYS be amended so as to amend
Subsection 900.5 to hereafter read as follows:
"900.5 Firemen and Policemen shall be credited with one day holi-
day leave with pay for each designated holiday worked. If a declared holiday
falls upon the employee's normal day off, an extra day shall be added to his
holiday leave. Unused holiday leave shall be paid on termination. After
August 1, 1982, Police Officers shall, in addition to holiday leave with
pay, be paid overtime at the rate of one and one-half times the regular
rate of pay for work performed on any City holiday."
SECTION 7. That Section 952 SICK LEAVE be amended so as to amend
Subsection 952.2 to hereafter read as follows:
"952.2 Firefighting personnel shall be granted 15 days sick leave
per year in compliance with State law. Police personnel shall be granted
sick leave in compliance with the current Police collective bargaining con-
tract. -Any employee of the Sanitation Division required to work on a sixth
day in any week will, when absent on the sixth day, due to 'sick._leave',
as defined below, be charged one full day of sick leave. Such sick leave
allowance may be used only by an employee when incapacitated to perform his
duties due to sickness or non -service -connected disability, when quarantined,
or in the event of a serious illness or death in the employee's immediate
family. All foreseeable leaves for such purposes shall require specific
prior approval of the department head. In the event of sick leave for any
purpose, the department head may require a certificate of a medical doctor
or other competent professional individual giving information as to the cir-
cumstances involved. The immediate family for these purposes shall be
regarded to include the parents, spouse, children, brothers, sisters and
immediate in-laws in any case, and also shall include grandparents and grand-
children when living in the household of the employee."

SECTION 8. Except as otherwise may be provided herein, the effective
date of the above changes shall be July 27, 1981.

or unconstitutional by final judgment of a court of competent jurisdiction,

SECTION 10. The necessity to maintain at all times an efficient
administration of City affairs creates an imperative public necessity
requiring. the suspension of the Charter rule that no ordinance or resolu-
tion shall be passed finally on the date of its introduction but that such
ordinance or resolution shall be read at three several meetings of the City
Council, and the Mayor or Council members, having declared that such neces-
rsity exists, having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the day of July, 1981.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, but that such ordinance or resolution shall be read
at three meetings of the City Council; I/we, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date
it is introduced, or at the present meeting of the City Council.
