A RESOLUTION
AMENDING RESOLUTION NO. 13691, PASSED AND APPROVED
BY THE CITY COUNCIL ON MARCH 2, 1977, AS AMENDED
BY AMENDING THE CURRENT URBAN SYSTEMS PROGRAM BY
RESCHEDULING CERTAIN STREET IMPROVEMENT PROJECTS
AND BY ADDING THE FOLLOWING STREETS TO THE URBAN
SYSTEM PROGRAM AS ADMINISTERED BY THE STATE DE-
PARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION:
BALDWIN BOULEVARD, FROM AGNES STREET TO LEOPARD
STREET; AND DECLARING AN EMERGENCY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Resolution No. 13691, passed and approved by the
City Council on March 2, 1977, which authorized submission of various streets
-to the—Department of Highways and Public Transportation to be included in the
Urban Systems Program, as amended, be amended as follows:
A. That Baldwin -Boulevard from Naples Street to Port Avenue,
authorized by Minute Order #72206, be delayed to allow
the replacement of a water transmission line.
B. McKenzie Road from Leopard Street to I.H. 37, authorized
by Minute Order #70325, be delayed to allow acquisition
of right of way for street and drainage construction.
C. Saratoga Boulevard from Everhart Road to Weber Road,
be delayed until the City has adequate financing for this
section. Saratoga Boulevard from South Staples Street to
Everhart Road, authorized by Minute Order #77270, will
remain as originally authorized.
D. Reconstruction of Baldwin Boulevard from Agnes Street to
Leopard Street be added to the Urban Systems Program and
the remaining funds from the projects in A, B and C above
be transferred into this project to expedite construction.
SECTION 2. The necessity to amend the Urban Systems Program as
aforesaid in order that the proposals above may be effectuated at the earliest
practicable date creates a public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the date of its

introduction but that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor or Council members,
having declared such necessity exists, having requested the suspension
of the Charter rule and that this resolution be passed finally on the
date of its introduction and take effect and be in full force and effect
from and after its passage, IT IS ACCORDINGLY SO RESOLVED this the

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, but that such ordinance or resolution shall be read
at three meetings of the City Council; I/we, therefore, request that you suspend
said Charter rule or requirement and pass this ordinance finally on the date
it is introduced, or at the present meeting of the City Council.
