AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT
BETWEEN THE CITY OF CORPUS CHRISTI AND THE SOUTH
TEXAS EDUCATIONAL BROADCASTING COUNCIL UNDER WHICH
THE BROADCASTING COUNCIL AGREES TO OPERATE A PUBLIC
RADIO STATION IN RETURN FOR THE CITY PROVIDING
$15,000 TO ALLOW ESTABLISHMENT OF THE STATION, ALL
AS MORE FULLY SET FORTH IN THE AGREEMENT, A SUBSTAN-
TIAL COPY OF WHICH IS ATTACHED HERETO AND MADE A
PART HEREOF, MARKED EXHIBIT "A"; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute an agreement between the City of Corpus Christi and the South
Texas Educational Broadcasting Council under which the Broadcasting Council
agrees to operate a public radio station inreturnfor the City providing
$15,000 to allow establishment of the station, all as more fully set forth
in the agreement, a substantial copy of which is attached hereto and made a
--part hereof, marked Exhibit "A":
SECTION 2. The necessity to appropriate the abovementioned funds
to allow the establishment of a -public radio station creates an imperative
public necessity requiring the suspension of the Charter rule that no
ordinanceorresolution shall be passed finally on the date of its introduc-
tion but that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor, or Council members, having de-
clared such -necessity to exist, having requested the suspension of the Charter
rule and that this ordinance -be passed finally on the date of its intorduction
and take effect and be in full force and effect from and after its passage, IT
IS ACCORDINGLY SO ORDAINED, this the 4 day of July, 1981.

AGREEMENT
THE STATE OF TEXAS
COUNTY OF NUECES
WHEREAS, the City of Corpus Christi, through the initiative of
the Municipal Arts Commission, is interested in providing public radio for
the citizens of Corpus Christi as a cultural enhancement to the quality of
life; and
WHEREAS, the South Texas Educational Broadcasting Council, licen-
see of KEDT-TV Channel 16, proposes to construct and operate a non-commercial,
educational, fine arts public radio station to serve the Coastal Bend from
studios at 4455 South Padre Island Drive, Corpus Christi.
NOW, THEREFORE, the City of Corpus Christi and the South Texas
Educational Broadcasting Council do hereby enter into thefollowingcontract:
1. This contract shall be for the. period of construction of the
public radio station and for six months thereafter but in no
event beyond December 1, 1982-.
2. The City agrees to pay to the Educational Council $15,000.
3. South Texas Educational Broadcasting Council agrees to:
(a) Go on the air as a public radio station - KKED-FM and
provide programming 18 hours per day from 6:00 am to

(b) Return to the City the $15,000 in the event the South
Texas Broadcasting Council does not broadcast for at
least six months.

an emergency exists requiring suspension of the Charter rule as to consideration. and voting
upon ordinances or resolutions at three regular meetings;_I/we,—therefore, request that you
suspend said Charter rule and pass this ordinance or resolution finally on the date it iS
introduced, or at the present meeting of the City Council.
