HomeMy WebLinkAbout16432 ORD - 07/29/1981r' mb;7'/30%81;1st AN ORDINANCE r AMENDING ORDINANCE NO. 8127, AS AMENDING, BY AMEND- ING SUBSECTION 501, AS AMENDED, BY SUBSTITUTING THE SALARY SCHEDULES ATTACHED HERETO AS EXHIBITS "A", "B", AND "C", TO PROVIDE FOR A COST OF LIVING INCREASE TO ALL EMPLOYEES EXCEPT FIRE AND POLICE; AMENDING SUBSECTION 850.3 BY INCREASING MILEAGE ALLOWANCE FOR PERSONALLY OWNED AUTOMOBILES AND MOTOR- CYCLES FROM $.18 TO $.22 PER MILE; AMENDING SECTION 800 OVERTIME COMPENSATION TO PROVIDE FOR MINIMUM OVERTIME COMPENSATION IN THE EVENT OF EMERGENCY CALL- BACK; AMENDING SECTION 950 LEAVE OF ABSENCE BY AMEND- ING SUBSECTIONS 951.1, 951.2, 951.3, 951.4, AND 951.6 TO PROVIDE FOR AMENDMENT TO VACATION LEAVE PROVISIONS; AMENDING SECTION 550 BY AMENDING SUBSECTION 551.6 RATE OF PAY ON CLASSIFICATION SERIES CHANGES CONCERNING LONGEVITY STEP INCREASE; AMENDING SECTION 510 ADh1INI- STRATIVE, EXECUTIVE, PROFESSIONAL AND LABORERS BY ADD- IN THE POSITION OF ASSISTANT DIRECTOR OF PERSONNEL; PROVIDING FOR SEVERANCE; PROVIDING AN EFFECTIVE DATE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Ordinance No. 8127, as amended, be and the same is hereby amended by amending Subsection 501 Salary Schedules by attaching new salary schedules for all employees except Fire and Police, substantial copies being attached hereto and made a part hereof for all intents and purposes the same as if copies verbatim herein, marked' Exhibits "A", "B", and "C". SECTION 2. That Subsection 850.3, as amended, be amended to hereafter read as follows: "850.3 In cases of local need for travel with the use of a personally owned automobile in the conduct of City business, the City Manager shall in lieu of the above, authorize a mileage allowance of $0.22 per mile for such travel. All employees authorized to receive automobile reimbursement after August 4, 1975, shall be reimbursed on a reported trip -mileage basis with a minimum compensation of $26.00 per month. All employees already receiving standard schedule monthly automobile allow- ance above the minimum level of $20.00 per month prior to August 4, 1975, may, at the discretion and approval of their department administrator, continue to be paid such reimbursement or voluntarily elect to be reim- bursed on a reported trip -mileage basis. In the event this voluntary election is made it shall be irreversible." M BLMEU. 16132 SEP 2 7''084 SECTION 3. That Subsection 801 Authorized Overtime be amended to hereafter read as follows: - "801 Authorized Overtime. In emergencies,.a department head may prescribe reasonable periods of overtime work to meet operational needs. Overtime shall not be established as a regular continuing exten- sion of the normal work week. Overtime work performed by Police Officers of less than one-half hour following the end of each shift shall not be compensable unless it exceeds thirty minutes. Where thirty minutes is exceeded, all time worked as a holdover from a shift shall be paid at the overtime rate. The minimum working hours to be reported as•call back time shall be three hours regardless of the actual time required for all City employees. With the preceding, exceptions, all authorized overtime shall be reported to the nearest quarter hour." - SECTION 4. That Section 950 Leaves of Absence -be amended by amending Subsections 951.1, 951.2, 951.-3;-951.4-, and -951.6 to -hereafter read as follows: - "951.1 Every officer or employee in the City service emloyed_ after August9, 1981 except part-time,temporary, -and. all positions -below Grade 7, and Police and Firefighting Personnel_shall-accrue and beallowed vacation leave with pay at the_rate of 10 working -days for each year of continuous service to be accrued on the -basis of-26'biweekly pay_periods- a year." Employees hired -before Auoust10,1-981 will.accrue-vacation-- leave with pay at the rate_of 12 working days_for each vear.of=continuous_ service. "951.2 All new employees hired after August9-. 1981, except Police and Firefighting personnel who are regularly required to -work more or less hours per week than set forth in the above schedule, shall accrue and be allowed vacation leave in the same ratio as 10 working days bears to 40 hours." "951.3 All employees hired after Auoust 9, 1981, who have completed 5 years of continuous service with the City shall begin to accrue and be allowed an annual total of 12 working days vacation leave with pay. All employees who have completed 15 years of continuous service with the City shall begin to accrue and be allowed an annual total of 17 working days vacation leave with pay. All employees who have completed 30 years of continuous service with the City shall begin to accrue and be allowed an annual total of 20 working days vacation leave with pay." "951.4 Vacation leave credit may be accumulated without limit by all employees and leave may be granted in periods of not less than one day, unless approved by the division head, and not more than 30 working days in any calendar year unless in connection with sick leave and/or work injury leave; however, employees who regularly work 1/2 day on a sixth working day of a week may take vacation in the amount of 1/2 day providing it vacation leave. shall be allowed day's equivalent calendar year up "951.6 nation unless the of 12 months. SECTION 5. That Subsection 551.6 be amended to hereafter read as follows: "551.6 Rate of PayaOn Classification Series Changes. Employees advanced to a higher salary grade as a result of classification changes shall be advanced to the lowest step in the higher salary grade which will provide a minimum 5% salary increase over the salary received imme- diately prior to the classification change. Employees who would have otherwise been entitled to receive a step increase as a result of longe- vity had the reclassification not occurred shall only be eligible to receive the next step increase within the new salary grade if this longe- vity step falls due less than six months after the effective date of the reclassification. Employees who would have otherwise been entitled to receive a step increase as a result of longevity had the reclassification not occurred which falls due six months or longer from the effective date of reclassification, will be eligible to advance after conforming with the required time in service at that step. All subsequent step advance- ments shall be granted in conformity with the required time in service provided for each step within the general salary schedule." SECTION 6. That Section 510 Administrative, Executive, Pro- fessional and Laborers, by adding the following position classification, title and grade: Class Code Class Title Class Grade 002 Assistant Director of Personnel 31 SECTION 7. Except as otherwise may be provided herein, the effective dates of the above changes shall be July 27, 1981. SECTION 8. If for any reason any section, paragraph, subdi- vision, clause, phrase, word, or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivi- sion, clause, phrase, word, or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, sub- division, clause, phrase, word, or provision hereof be given full force and effect forT,'its purpose. SECTION 9. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for maintaining efficient administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances or resolu- tions at three regular meetings so that this ordinance is passed and shall take eif ct upon first reading as an emergency measure this day of ATTEST: , 1981. y Secretary APPROVED: 2-9.0—DAY OF 4wei, , 1981: J.
