AN ORDINANCE
AMENDING ORDINANCE NO. 8127, AS AMENDED, BY AMENDING
SUBSECTION 501, AS AMENDED, BY SUBSTITUTING THE RE-
VISED FIRE SALARY SCHEDULE ATTACHED HERETO AS EXHIBIT
"A", FOR A GENERAL SALARY INCREASE OF 8% EFFECTIVE
JULY 27, 1981 FOR FISCAL YEAR 1981-82 AND AN 8.5%
SALARY INCREASE EFFECTIVE JULY 26, 1982, FOR FISCAL
YEAR 1982-83; AMENDING SUBSECTIONS 704.1 AND 704.2
CONCERNING CLOTHING ALLOWANCE; AMENDING SUBSECTION
705 FIELD TRAINING OFFICER PAY TO PROVIDE FOR AS-
SIGNPITTM-N-50-VER-ROWITTOR FIREFIGHTERS WHO
ARE CERTIFIED AS PARAMEDICS ASSIGNED TO AMBULANCE
SERVICE; AMENDING SECTION 700 SPECIAL COMPENSATION
PROVISIONS BY ADDING A NEW SUBSECTION, 708, TO PRO-
VIDE FOR CERTIFICATION PAY; AMENDING SUBSECTION
801 AUTHORIZED OVERTIME TO PROVIDE THAT DUTIES PER-
FORMED DURING THE FIRST 30 MINUTES FOLLOWING A
SHIFT WILL BE WITHOUT COMPENSATION WHEN SUCH DUTIES
ARE RESULT OF RETURNING LATE FROM FIRE CALL OR AM-
BULANCE CALL; AMENDING SUBSECTION 900.5 TO INCREASE
PAY FOR HOLIDAY WORK AT ONE AND ONE-HALF TIMES
RATHER THAN STRAIGHT TIME; AMENDING SUBSECTION
952.3 CONCERNING ACCRUAL OF SICK LEAVE; PROVIDING FOR SEVE-
RANCE; PROVIDING AN EFFECTIVE DATE; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 8127, as amended, be and the same
is hereby amended by amending Section 501 Salary Schedules by substituting
the revised Fire Salary Schedule attached hereto as Exhibit "A", for a
general salary increase of 8% effective July 27, 1981 for fiscal year 1981-82
and 8.5% salary increase effective July 26, 1982, for fiscal year 1982-83.
SECTION 2. That Subsections 704.1 and 704.2 be amended to hereafter
read as follows:
704.1 The City shall pay 100% of the cost to provide every uniformed officer
with all required initial clothing items and equipment, excluding shoes.
The City shall thereafter replace or repair all said required clothing
items and equipment which are lost or damaged on the basis of 100% for
Police Officers, excluding shoes. Effective July 27, 1981, Firefighters
shall pay the replacement costs- of their own uniforms. The City shall
replace all required clothing items and equipment which are lost or
damaged in the line of duty, excluding shoes, without cost to the

employee. The term 'line of duty' shall not include secondary
employment.
704.2 A clothing allowance of $300 shall be paid to all Police Officers
who are required by order of the Chief of Police to wear civilian
clothing during their work assignment. For each year thereafter,
the City shall pay up to $300 for replacement cost for those
persons so authorized. A clothing allowance of $25 per month
shall be provided to each Police Officer of the Police Department,
and to each Firefighter of the Fire Department for the purpose
of uniform and clothing cleaning and maintenance. Effective July
26, 1982, the clothing allowance shall be increased to $35 per
month for each Police Officer and Firefighter.
SECTION 3. That Subsection 705 Field Training Officer Pay be
amended to hereafter read as follows:
705 Field Training Officer Pay.
Field Training Officer Pay at the rate of $23 per pay period may
be granted by the Police Chief in addition to regular pay to all
officers for such duties as may be required in training and evaluation
of recruit officers. dga
Firefighters who are certified as paramedics assigned to ambulance
service shall be paid assignment pay at the rate of $50 per month.
SECTION 4. That Section 700 Special Compensation Provisions be
amended by adding a new subsection, to be numbered 708, to hereafter read as
follows:
708 Certification Pay. Effective July 27, 1981, Firefighters shall
receive certification pay in the following amounts: intermediate
certification at $15 per month; advanced certification at $20 per
month; and master's certification at $25 per month.
SECTION 5. That Subsection 801 Authorized Overtime be amended to
hereafter read as follows:
801 Authorized Overtime. In emergencies, a department head may prescribe
reasonable periods of overtime work to meet operational needs. Overtime
shall not be established as a regular continuing extension of the normal
work week. Overtime work performed by Police Officers of less than
one-half hour following the end of each shift and by Firefighters working
less than one-half hourX as a result of a late return'to the station from
a fire call or ambulance call shall not be compensable. The preceding
sentence shall not apply to a holdover by a Firefighter as a result of his
having been ordered to be on standby or by his having been dispatched to
a fire as part of the relief for another crew. Where thirty minutes is
exceeded, all time worked as a holdover from a shift shall be paid at the
overtime rate. The minimum working hours to be reported as call back time
shall be three hours regardless of the actual time required for all City
employees. With the preceding exceptions, all authorized overtime shall
be reported to the nearest quarter hour.
SECTION 6. That Subsection 900.5 be amended to hereafter read as
follows:
900.5 Firemen and Policemen shall be credited with one day holiday leave with
pay for each designated holiday worked. If a declared holiday falls upon
the employee's normal day off, an extra day shall be added to his holiday
leave. Unused Holiday leave shall be paid on termination. After July 26,
1982, Police Officers and Firefighters shall, in addition to holiday leave
with pay, be paid overtime at the rate of one and one-half times the re-
gular rate of pay for work performed on any City holiday.
SECTION 7. That Subsection 952.3 be amended to hereafter read as
follows:
952.3 With the exception of Police Officers and Firefighters, payment of
accrued sick leave not to exceed 90 working days shall be paid to employees
or their beneficiaries upon termination due to TMRS retirement of any
full-time employee, termination at age 62 or over upon completion of a
minimum of 10 years continuous service with the City, disability retirement
in accordance with TMRS or Social Security regulations, or death. Payment
of such accrued sick leave shall be at the rate of the employee's
last monthly salary or hourly rate for an equivalent period.
Payment of accrued sick leave to Police Officers upon termination shall
be based upon the following schedule:
1. Less than four full years of service: zero days.
2. Four full years of service: not more than 30 days.
3. Five full years of service: not more than 40 days.
4. Six full years of service: not more than 50 days.
5. Seven full years of service: not more than 60 days.
6. Eight full years of service: not more than 70 days.
7. Nine full years of service: not more than 80 days.
8. Ten full years of service: not more than 90 days.
9. Twenty -Five or more full years of service: not more than 180 days
Payment of accruedsick leave to Firefighters upon termination shall
be based upon the following schedule:
1. Less than four full years of service: zero days.

4. Six full years of service: not more than 50 days.
5. Seven full years of service: not more than 60 days.
6. Eight full years of service: not more than 70 days.

9. Twenty ew-erer( full years of service: not more than 150 days.
10. Twenty-five or more full years of service: not more than 180 days.
SECTION 8. Except as otherwise may be provided herein, the effec-
tive dates of the above changes shall be July 27, 1981.
SECTION 9. If for any reason any section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction, it •
shall not affect any section, paragraph, subdivision, clause, phrase, word,
or provision of this ordinance, for it is the definite intent of this City
Council that every section, paragraph, subdivision, clause, phrase, word,
or provision hereof be given full force and effect for its purpose.
SECTION 10. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for
maintaining efficient administration of City affairs, such finding of an
emergency is made and declared requiring suspension of the Charter rule as
to consideration and voting upon ordinances or resolutions at three regular
meetings so that this ordinance is passed and shall take effect upon first
reading as an emergency measure this 5 day of August, 1981.
