AN ORDINANCE
AMENDING THE ZONING ORDINANCE OF THE CITY OF CORPUS
CHRISTI, ADOPTED ON THE 27TH DAY OF AUGUST, 1937,
APPEARING OF RECORD IN VOLUME 9, PAGES 565, ET SEQ,
OF THE ORDINANCE AND RESOLUTION RECORDS, AS AMENDED
FROM TIME TO TIME, AND PARTICULARLY AS AMENDED BY
ORDINANCE NO. 6106, AS AMENDED, BY AMENDING SECTION
22-4 DESIGN STANDARDS, BY AMENDING SUBSECTIONS
22-4.01, 22-4.02, 22-4.03, 22-4.04, 22-4.05, 22-4.06.
22-4.07, and 22-4.08, RELATING TO OFF-STREET PARKING,
ALL AS MORE FULLY SET FORTH HEREINAFTER; KEEPING IN
EFFECT ALL OTHER PROVISIONS OF THE EXISTING ORDIN-
ANCE AS AMENDED; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND DECLARING AN EMERGENCY.
WHEREAS, the Planning Commission has forwarded to the City Council
its -reports and recommendations- concerning certain amendment to the text of
--the-Zoning Ordinance of the City of Corpus Christi;
WHEREAS, public hearing was held at which hearing all persons wish-
ing to appear and be heard were heard, to consider the same before -the City
Council of the --City of Corpus Christi, in accordance with proper notice to
the public, said public hearing having been held on Wednesday, June 10, 1981
at -Special Council Meeting of the -City Council in the Council Chamber at City
Hall in the -City of Corpus Christi;=and
-WHEREAS, by motion duly -made, seconded and carried, it was decided
-by the City Council that to approve the hereinafter set forth amendment would
best serve public health, necessity and convenience and the general welfare
--of the City of -Corpus Christi and its citizens:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS -CHRISTI,- TEXAS:
SECTION -1. That the Zoning Ordinance of the City of Corpus Christi,
Texas, passed on the 27th day of August, 1937, appearing of record in Volume 9,
-Pages 565, et seq, of the Ordinance and Resolution Records, as amended from
-time to time, and in particular as amended by Ordinance No. 6106, as amended,
be and the same is hereby amended by making the change hereinafter set out.
SECTION 2. That Article 22, PARKING REGULATIONS, be amended by amend-
ing Section 224 DESIGN STANDARDS, subsections 22-4.01, 22-4.02, 22-4.03,

22-4.04, 22-4.05, 22-4.06, 22-4.07 and 22-4.08 relating to off-street park-
ing, to hereafter read as follows:
"Section 22-4 Design Standards:
22-4.01 As defined in Section 3-1, an off-street parking space is
an all-weather surfaced area not in a street or alley, perma-
nently reserved for the temporary storage of one automobile
and_connected with a street or alley by an all-weather sur-
faced driveway which affords unobstructed ingress and egress
to -each space. Ifsuchparking lot contains four (4) or more
vehicle-spaces, All surfaces shall be paved with asphalt or
_concrete materials.
22-4.02 A building permit shall be required for the construction of
any_commercial parking lot, or parking lot required by the terms
of this Ordinance, which contains four (4) or more vehicle spaces.
—Permit approval shal-1 be obtained from the Building_ Inspection
Department -and the Department of Traffic and Transit.
22-4.03 Entrances orexitsfor all parking facilities shall comply
with existing ordinances of the City of Corpus Christi.
22-4.04_ Screening in the form of a solid fence or shrubbery shall be
required to protect neighboring residences from all parking lots
hereafter constructed to contain ten (10) or more spaces.
22-4.05 Circulation within a parking area with more than one aisle
must be such that a vehicle need not enter the street to reach
another aisle within the same parking area. Dead end aisles
-will not be permitted for angle parking unless adequate turn-
around is provided. All circulation and maneuvering of vehicles
must be within the parking lot property lines.
22-4-.06 All parking spaces shall be legibly marked on the pavement.
22-4-.07 A parking lot shall be designed to physically prevent any
portion of a vehicle from encroaching into or overhanging any
public or private property line by means of a permanently in-
stalled curb, wall, or other such physical barrier. When in
the opinion of the Building Official it becomes necessary to
construct such header curb or barrier to prevent vehicles
from parking on, turning on, or otherwise moving across
existing or future sidewalks, said curb shall be constructed.
22-4.08 The minimum parking space standards are shown on the follow-
ing table, with all dimensions being in feet. All parking
spaces used to meet off-street parking requirements will
satisfy all requirements of Section 22-4, except as noted in
paragraph 22-4.01. •

SECTION 3. That all ordinances or parts of ordinances in conflict
herewith are hereby expressly repealed.
SECTION 4. That the necessity of immediately making aforesaid
change forthepurpose of maintaining at all times a comprehensive zoning
ordinance for the City of Corpus Christi creates an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction and that such ordinance
or resolution shall be read at three several meetings of the City Council, and
the irlayor or Council members having declared that such emergency and necessity
exist, -having- requested the suspension of the Charter rule and that this ordin-
ance- be passed finally on -the date of its introduction and take effect and be
`in-f4Tl force and-effect—from and after its passage, IT IS ACCORDINGLY SO

For the reasons set forth in the emergency clause of the foregoing ordinance or resolution,
an emergency exists requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings; I/we, therefore, request that you
suspend said Charter rule and pass this ordinance or resolution finally on the date it is,
introduced, or at the present meeting of the City Council.
