AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
WITH W.H. THOMAS COMPANY FOR CONSTRUCTION OF THE
NORTHWEST BRANCH LIBRARY; APPROPRIATING $440,000
OUT OF THE NO. 269 LIBRARY BOND FUND OF WHICH
$429,002 IS FOR THE CONSTRUCTION CONTRACT AND
$10,998 IS FOR ADDITIONAL ARCHITECTURAL FEES,
LEGAL ADVERTISING, LABORATORY TESTING, CONTINGENCIES
AND INCIDENTAL EXPENSES APPLICABLE TO PROJECT NO.
269-77-1, NORTHWEST BRANCH LIBRARY; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF QRPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute a contract with W.H. Thomas Company for construction of the North-
west Branch Library, all as more fully set forth in the plans and specifica-
tions and contract documents on file in the office of the City Secretary,
all of which are made a part hereof by reference and according to the bid
of W.H. Thomas Company opened on the 12th Day of August, 1981, said bid
being the lowest and most advantageous to the City of Corpus Christi, Texas.
SECTION 2. That there is hereby appropriated $440,000 out of the
No. 269 Library Bond Fund of which $429,002 is for the construction contract
and $10,998 is for additional architectural fees, legal advertising, labor-
atory testing, contingencies and incidental expenses applicable to Project
No. 269-77-1, Northwest Branch Library.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
public service, such finding of an emergency is made and declared requiring
suspension of the Charter rule as to consideration and voting upon ordin-
ances or resolutions at three regular meetings so that this ordinance is
passed and shall take effect upon first reading as an emergency measure this

an emergency exists requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings; I/we, therefore, request that you
suspend said Charter rule and pass this ordinance or resolution finally on the date it is
introduced, or at the present meeting of the City Council.
