WHEREAS, Dr. E. L. Harvin, a long-time resident of the City of
Corpus Christi, was on August 23, 1981, called to his eternal rest; and
WHEREAS, among his many accomplishments Dr. Harvin will be remem-
bered for his untiring work as a respected educator, commencing his career
at San Marcos Academy, continuing in the education field as a faculty member
at Texarkana Junior College; and devoting twenty-three years of his career
in the development and expansion of Del Mar College, formerly Corpus Christi
Junior College, into a distinguished community college, serving as its
President for fifteen years. Upon his retirement, Dr. Harvin was honored
by the Del Mar regents who bestowed upon him the title of President Emeritus,
and a further honor was accorded Dr. Harvin in 1966 when the East Campus
Student Union Building was dedicated and named the Harvin Student Center.
Upon his retirement as President of the Del Mar College, Dr. Harvin became
a professor of American History at the college. Active in community and
professional organizations, Dr. Harvin was a member of numerous professional
organizations, including the Corpus Christi Chamber of Commerce, Masonic
Lodge, Rotary Club, American Association of School Administrators, Association
of Higher Education, Phi Delta Kappa, and Texas State Teachers Association;
and
WHEREAS, the passing of this outstanding citizen and long-time
resident is a great loss to the citizens•of the City of Corpus Christi as
well as to his family and many friends, leaving an irreplaceable void in
the community:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That this brief record of the many accomplishments of
Dr. E.L. Harvin be recalled and that the citizens of this community join in
mourning the loss of this valuable citizen.
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded
to the family of Dr. E. L. Harvin.

For the reasons set forth in the emergency clause of the foregoing ordinance or resolution,
an emergency exists requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings; I/we, therefore, request that you
suspend said Charter rule and pass this ordinance or resolution finally on the date it iS
introduced, or at the present meeting of the City Council.
