HomeMy WebLinkAbout16513 ORD - 09/02/1981JD:jkh:9-2-81;2nd AN ORDINANCE SETTING PUBLIC HEARINGS ON PROPOSED ANNEXATION OF AREAS ADJACENT TO THE CITY OF CORPUS CHRISTI AS MORE FULLY DESCRIBED BY METES AND BOUNDS AND MAPS ON FILE IN THE OFFICE OF THE CITY SECRETARY, AND MADE A PART HEREOF BY REFERENCE THE SAME AS IF COPIED VERBATIM HEREIN, SUCH HEARINGS TO BE HELD ON SEPTEMBER 15 AND 17, 1981, AT THE TIMES AND MEETING PLACES DESIGNATED HEREIN IN THE AREA PROPOSED TO BE ANNEXED, AND ON SEPTEMBER 16, 1981, AT 4:00 P.M., IN THE COUNCIL CHAMBERS AT CITY HALL, TO PROVIDE AN OPPORTUNITY FOR INTERESTED PERSONS TO BE HEARD AND TO MAKE AVAILABLE TO SUCH PERSONS FOR INSPECTION AND EXPLANATION THE PROPOSED SERVICE PLAN FOR THE EXTENSION OF MUNICIPAL SERVICES INTO EACH AREA TO BE ANNEXED; AND PRO- VIDING FOR THE PUBLICATION THEREOF; AND DECLARING AN EMER- GENCY. WHEREAS, the City Council of the City of Corpus Christi desires to submit to the voters of the City the question of annexation of certain tracts of land, more fully described herein; and WHEREAS, Section 6 of the Municipal Annexation Act, as amended, requires the holding of two public hearings prior to the institution of annexation proceedings: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the area proposed to be annexed to the City of Corpus Christi is fully described by metes and bounds and maps on file in the office of the City Secretary, and made a part hereof by reference the same as if copied verbatim herein, and is generally described as follows: tEp 2 71934 16513 MICROFILMED SARATOGA TRACT 1 AREA "A" Nottarb Place bounded by County Road 26-A on the South, the East fence of Cabaniss Field on the West, on the present City Limit line of the North and Weber Road on the East. Containing 53 acres more or less. TRACT 2 Area that includes the Narlatt Industry South of Saratoga Blvd. but not included in the annexation of the area to the South, East and West by City Ordinance No. 11645 Containing 8.0 acres more or less. TRACT 3 TRACT 4 Being that area that was a part of the Navy's Cabaniss Field lying South of the present City Limit line and bounded by the Cabaniss Field fence on the South and West and by the said City Limits line on the North and East. Containing 45 acres of land more or less. That area in Lot 1, Section 14, Bohemian Colony Lands bounded by the present City Limits line of the East, North and West and by the Sourthwest boundary of said Lot 1, on the South and lying South of Saratoga Blvd. Containing 29 acres more or less. CLARKWOOD TRACT 1 AREA "Bu Being a tract of land 1/2 mile West of Clarkwood South Road (F.M. #2292) generally bounded by a line 1/4 mile West of the extension of Rand Horgan Road, Highway No. 44 on the North, the existing City Limits line on the East, and a line that is 600 feet more or less South of and parallel to the Texas - Mexican Railroad on the South. Containing 20.0 acres of land more or less. TRACT 2 Being a triangular tract of land South of Highway No. 44 out of Homestead Survey 402, bounded by City Limits on all sides and measuring 900 feet by 850 feet by 1,220 feet. Con-. taining 8.7 acres of land more or less. (NOTE: This area was left outside City Limits by City Ordinances 10945, 10946 and 14946) TRACT 3 Being a tract of land that includes San Juan Subdivision, save and except San Juan Park. A strip of land 500' wide East of Clarkwood South Road running from the present City Limits line South to the North line of the John W. Gallagbar Survey 166, and rectangular tract of land 1,250 feet by 500 feet out of its Northwest portion. Containing 115.0 acres of land more or less. SUBURBAN ACRES TRACT 4 - Being the Suburban Acres Subdivision plus that area North of said subdivision bounded by the Missouri Pacific Railroad on the Northwest, F,M. Road 1694 on the East and the present City Limit line South of Lon C. Hill Plant on the North. Containing 260 acres of land more or less. HIGHWAY 624 TRACT 5 - Cenizo Canyon Subdivision Area containing 35.7 acres of land more or less. AREA C INTERSTATE N0. 37 TRACT 1 - Being that area called Tract F, Pontiac Tracts and being the 1.8 acres occupied by Alamo Express at the Northwest intersection of Nueces Bay Blvd., and Interstate No. 37. TRACT 6 TRACT 7 Being an irregularly shaped tract lying North of Interstate No. 37 and containing the following tracts adjacent to County Road 43 (Corn Products Road), the K. Davis Industries 3 acre tract, the Hoyt Gentry 9.27 Tract, the Lambert-Fondren Construction Company 4.3 acre tract, the Anslinger Incorporated 3 acre tract, the Hoyt Gentry 3 acre tract plus 4900 feet of County Road No. 43, (Corn Products Road) lying North of Inter- state No. 37. Gales's 2.7 acre tract for its North bound line, and Carbon Plant Road on the East. Containing 31.3 acres of land more or less. Containing 1,940 acres of land more or less. SECTION 2. That a copy of this Ordinance signed by the Mayor of theCity of Corpus Christi, Texas, shall constitute the notice setting the public hearings on the proposed annexation, and the Mayor is directed to cause a copy of this Ordinance, signed by him, to be published in the official newspaper of the City of Corpus Christi, Texas, to -wit: the Corpus Christi Times, it being a newspaper of general circulation, published within the City of Corpus Christi, Texas, said publication to be published at least once in such newspaper not more than 20 days nor less than 10 days prior to each of said hearings. SECTION 3. Setting public hearings on the proposed annexation to be held as follows: (a) In the area proposed to be annexed: 1. For Area A -Thursday, September 17, 1981, at 7:00 p.m. at cul-de-sac in 3600 Block of Apollo Road Nottarb Subdivision 2. For Area B - Tuesday, September,15, 1981, at 8:30 p.m. at Hazel Bazemore, County Park Ranger Station Parking Lot County Road No. 69 3. For Area C - at Tuesday, September 15,-1981, at 7:30 p.m., Nueces County, Precinct No. 1 Warehouse UpRiver Road at Tecolote Road 4. For Area D -Thursday. September 17, 1981, at 8:00 p.m., at St. Andrews -By -the -Sea Church Encantada Avenue at Palmira Avenue Padre Island (b) For all Areas, Wednesday, September 16, 1981, at 4:00 p.m., in the Council Chamber at City Hall, 302 S. Shoreline, Corpus Christi, Texas. The purpose of these hearings shall be to provide an opportunity for all interested persons to be heard and to make available to such persons for inspection and explanation the proposed service plan for the extension of municipal services into each area to be annexed. SECTION 4. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for preserving public property by executing the above contract and expediting construction of necessary improvements, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon Ordinances or -resolutions at three regular meetings so that this ordinance is passed and shall take effect upon first•reading as an emergency measure this 4e day of 1981.
