Mayor Neal called the meeting to order in the Council Chambers of City Hall.
City Secretary Chapa called the roll and verified that the necessary quorum of the Council
and the required charter officers were present to conduct the meeting.
The Mayor then announced the closed sessions pursuant to Texas Government Code,
Sections 551.071 and 551.074 regarding new city manager selection, and Section 551.074 regarding
evaluation of the City Secretary with possible action related thereto in open session.
The Council went into closed session.
The Council returned from closed session.
Mayor Neal stated that a press release was being prepared on the deliberation of the Council
regarding the selection of the new city manager.
Council Member John Longoria made the following motion, seconded by Council Member
Garcia. A voice vote was called and the motion passed as follows:

Motion approving a 2.5% merit increase for City Secretary Armando Chapa retroactive to
June 1, 1997, and a 5% increase effective June 1, 1998.
The foregoing motion passed by the following vote: Colmenero, Cooper, Garcia, Gonzales,
B. Longoria, J. Longoria, Martin, McNichols, and Neal voting "Aye."

Mr. Garza said Mr. Utter had distributed a memo to the Council regarding the moving of the
old Tex-Mex depot.
Mayor Neal announced that the Council was scheduled to tour the old Nueces County
Courthouse immediately after this meeting. He then called for Council concerns and reports.
Council Member McNichols thanked the Department of Solid Waste Services and everyone
who participated in the Flour Bluff/Oso clean-up last Saturday in the area around Yorktown Bridge.
Mayor Neal said ScoutBrush III also had a clean-up in the northern area.
There being no further business to come before the Council, Mayor Neal declared the
Council meeting adjourned at 4:07 p.m. on May 5, 1998.
