AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO ACCEPT THE PROPOSAL
SUBMITTED BY TRINITY ENGINEERING TESTING CORPORATION
FOR A GEOTECHNICAL INVESTIGATION AT THE FLOUR BLUFF
WASTEWATER TREATMENT PLANT; APPROPRIATING $4,013.25
OUT OF THE NO. 250 SANITARY SEWER BOND FUND APPLICA-
BLE TO PROJECT NO. 250-77-19, LAGUNA MADRE (FLOUR
BLUFF) PLANT EXPANSION; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to accept the proposal submitted by Trinity Engineering Testing Corporation
for a geotechnical investigation at the Flour Bluff Wastewater Treatment
Plant.
SECTION 2. That there is hereby appropriated $4,013.25 out of
the No. 250 Sanitary Sewer Bond Fund applicable to Project No. 250-77-19,
Laguna Madre (Flour Bluff) Plant Expansion.
SECTION 3. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need of
investigating the subsurface soil so that the expansion of the Flour Bluff
Wastewater Treatment Plant can proceed on a timely basis, such finding of an
emergency is made and declared requiring suspension of the Charter rule as
to consideration and voting upon ordinances or resolutions at three regular
meetings so that this ordinance is passed and shall take effect upon first
reading as an emergency measure this day of September, 1981.

Gentlemen:
In response to your recent request, I am pleased to submit the attached
Professional Services Estimate for a Geotechnical Investigation for the
above referenced project. Details of the investigation are discussed in
the following paragraphs.
Field Investigation: After examining the plot plan, boring locations and
boring depths, it became quite obvious that, though the number of borings
was adequate, the depths of -the borings were insufficient for this type
of construction. Additionally, it has been our experience that the sands
in the coastal areas of the Encinal Peninsula and Mustang Island increase
in density (and, hence, allowable bearing capacity) to a certain depth
(generally, 10-20 feet) then dramatically decrease in density. If the
zone of influence of the foundations to be constructed extends into these_
loose sands, then the design criteria for these structures may have to be
based on the loose sands at the deeper depths rather than the shallower
denser sands. Because of the above mentioned subsurface anomaly, deeper
borings are recommended and are presented below in Table A:

These recommended depths have been discussed with the prime consultant.
The drilling procedure will be as follows: The soil will be sampled con-
tinuously by thin-walled sampling tubes (ASTM D-1587) until refusal is
reached. When refusal is met, the boring will be advanced using water as
a drilling fluid and testable samples or Standard Penetration tests (ASTM
D-1586) will be taken at 5.0 -foot intervals. The Standard Penetration test
will also be conducted in granular deposits should such deposits be en-
countered. The borings will be observed for groundwater prior to using
drilling fluid to advance the borings. At one of the boring locations, a
slotted P.V.C. pipe will be installed for future groundwater observations.
Variations in soil types may require drilling procedures other than those
described above. The unit price shown on our estimate form reflects the
more expensive and preferred form of drilling (continuous coring); there-
fore, our field operations reflect a maximum cost.
Laboratory Testing: Atterberg Limits tests (ASTM D-423, ASTM D-424) and
minus 200 -mesh sieve tests (ASTM D-1140) will be performed on selected
samples to establish grain size characteristics and to aid in the classi-
fication of the soils. All soil classifications will be made according to
the Unified Soil Classification System. Estimated strength evaluations of
the cohesive soils will be made with a pocket penetrometer or a Torvane.
Unconfined compression tests (ASTM D-2166) will be performed to establish
more specific strength characteristics of the cohesive soils. Unit dry
weight and moisture content tests will be performed to measure density and
water content characteristics of the cohesive soils. If swelling soils are
encountered, an absorption pressure and swell test will be performed to
measure volume change characteristics. If compressible soils are encountered,
a consolidation teat will be performed to evaluate the compressibility charac-
teristics of soils and generate time -settlement estimates.
The resins of the subsurface exploration and laboratory testing program
will be utilized in engineering studies to determine desirable foundation
types, depths and unit loading intensities. These results will be reported
in a formal, bound report. Five copies of the report will be provided unless
otherwise directed.
Estimated Cost and Schedule: The services discussed in the preceding para-
graphs will be performed at the unit prices shown on the attached estimate
form. Please inform us by phone as soon as authorization to proceed is
granted so that the necessary scheduling plans can be arranged.

our regular fees for the basic services listed above. Variations from the outlined program,
Including additions or deletions, will be adjusted at our regular fees.
In the case of core borings, the client is to provide right -of -entry on property and truck
access to boring locations.
