"The public importance and pressing need for the pur-
chase of land and buildings to be used as a training
facility for the City's police department to be acquired
by use of the proceeds of the certificates of obligation
contemplated to be issued pursuant to a resolution
create an emergency and an imperative public necessity re-
quiring the suspension of rules and Charter provisions
requiring resolutions to be considered and voted upon at
three regular meetings. I, therefore, request that the City
Council adopt the proposed resolution authorizing the
giving of notice of intention to issue certificates of
obligation as an emergency measure. You will please
consider this request in connection with the resolution
