STATE OF TEXAS COUNTY OF NUECES CITY OF CORPUS CHRISTI On this the 7th day of October, 1981, the City Council of the City of Corpus Christi, Texas convened in Regular Meeting, with the following members of said Council present, to -wit: Luther Jones, Betty N. Turner, Bob Gulley, Herbert Hawkins, Jr., Dr. Charles Kennedy, Jack K. Dumphy, Cliff Zarsky, Ernest M. Briones, J. Bruce Aycock, Harold F. Zick, Bill G. Read, Mayor, Mayor, Pro -Tem, Councilmen, Acting City Manager, City Attorney, Director of Finance, City %Secretar C` with the following absent: __//��`iiCC//.. uG constituting a quorum, at which time the following among other b iness was ansacted: presented for the consideration of the Council a resolution. The resolution was read by the City Secretary. The Mayor presented to the Council a com- munication in writing pertaining to said proposed resolution, as follows: "Corpus Christi, Texas October 7, 1981 "TO THE CITY COUNCIL Corpus Christi, Texas Gentlemen: "The public importance and pressing need for the pur- chase of land and buildings to be used as a training facility for the City's police department to be acquired by use of the proceeds of the certificates of obligation contemplated to be issued pursuant to a resolution create an emergency and an imperative public necessity re- quiring the suspension of rules and Charter provisions requiring resolutions to be considered and voted upon at three regular meetings. I, therefore, request that the City Council adopt the proposed resolution authorizing the giving of notice of intention to issue certificates of obligation as an emergency measure. You will please consider this request in connection with the resolution which is to be introduced for adoption by the City Council on the subject. The resolution is as follows: RESOLUTION -16585 DIRECTING THE CITY SECRETARY TO GIVE NOTICE OF INTENTION TO ISSUE CITY OF CORPUS CHRISTI, TEXAS CERTIFICATES OF OBLIGATION, SERIES 1981; RESOLVING OTHER MATTERS RELATING TO 171 SUBJECT; AND DECLARING AN EMERGENCY WHEREAS, the City Council of the City of Corpus Christi desires to issue certificates of obligation, being designated Series 1981, and hereinafter further described; and WHEREAS, notice of intention to issue said certificates of obligation is to be published; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: Section 1. That the City Secretary be, and is hereby authorized and directed to issue a Notice in substantially the form attached hereto and made a part hereof. Section 2. The foregoing Notice of Intention shall be published in each of two successive weeks, the first of such dates of publication to be at least fourteen (14) days prior to the date set in the Notice for passage of the Ordinance authorizing said certificates of obligation. Section 3. The fact that the contemplated use of the proceeds of the certificates of obligation is necessary for the orderly development and growth of the City of Corpus Christi, Texas, creates a public emergency and an imperative public necessity requiring the suspension of the Charter Rule providing that no ordinance or resolution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council and the Mayor having declared that such public emergency and imperative necessity exist, and having requested that said Charter Rule be suspended and that this resolution take effect and be in full force and i • effect from and after its adoption, it is accordingly so ordained. City of Corpus Christi ATTEST: C ty Secretary City of Corpus Christi The foregoing resolution was approved prior to adoption as to form and correctness this the day of October, 1981. 4554 -Cit orney City of Corpus Chrisi NOTICE OF INTENTION TO ISSUE CITY OF CORPUS CHRISTI, TEXAS CERTIFICATES OF OBLIGATION, SERIES 1981 Notice of intention is hereby given to issue Certifi- cates of Obligation, Series 1981, in the maximum principal amount not to exceed $470,000, for the purpose of paying all or a portion of the City's contractual obligations for the purchase of land and buildings to be used as a training facility for the City's police department. The City pro- poses to provide for the payment of such Certificates of Obligation from the levy and collection of ad valorem taxes in the City as provided by law. The City Council tenta- tively proposes to authorize the issuance of such Certificates of Obligation at 2'3o P.M. on October 28, 1981, at a Regular Meeting, at City Hall, Corpus Christi, Texas. DATED this the 7th day of October, 1981. LUTHER JONES MAYOR THE STATE OF TEXAS COUNTY OF NUECES CITY OF CORPUS CHRISTI I, the undersigned, City Secretary of the City of Corpus Christi, Texas, do hereby certify that the above and foregoing is a true, full and correct copy of a resolution adopted by the City Council of the City of Corpus Christi, Texas (and of the minutes pertaining thereto), on the 7th day of October, 1981, directing the City Secretary to give notice of intention to issue City of Corpus Christi, Texas Certificates of Obligation, Series 1981, which resolution is duly of record in the minutes of said City Council, and said meeting was open to the public and public notice of the time, place and purpose of said meeting was given, all as required by Vernon's Ann.
