SUPPORTING THE PASSAGE OF AMENDMENT 1 IN THE CONSTITUTIONAL
REFERENDUM ON NOVEMBER 3, 1981, AND DECLARING AN EMERGENCY.
WHEREAS, cities in Texas need the authority to provide incentives for
rebuilding economically distressed areas in order to promote employment, commer-
cial and industrial expansion, the redevelopment of property, and increase in
the tax base; and
WHEREAS, the authority for property tax ememptions and tax increment
financing included in Amendment 1 on the ballot for the constitutional referendum
on November 3, 1981, would give cities such flexibility and effective incentives
for municipal stability and economic prosperity;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
Section 1. That the City of Corpus Christi strongly supports the
passage of Amendment 1 proposed by the 67th Legislature as senate joint resolu-
tion 8 authorizing cities, towns, and other taxing units to encourage the improve-
ment, development, or redevelopment of certain areas through property tax relief
and through the issuance of bonds and notes.
Section 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the compelling
public need for the redevelopment of property and economically distressed areas
and the passage of Amendment 1 on November 3, 1981, such finding of an emergency
is made and declared requiring suspension of the Charter rule as to consideration
and voting upon ordinances or resolutions at three regular meetings so that this
resolution is passed and shall take effect upon first reading as an emergency
measure this the 28th day of October, 1981.

For the reasons set forth in the emergency clause of the foregoing ordinance or resolution,
an emergency exists requiring suspension of the Charter rule as to consideration and voting
upon ordinances or resolutions at three regular meetings; I/we, therefore, request that you
suspend said Charter rule and pass this ordinance or resolution finally on the date it is
introduced, or at the present meeting of the City Council.
